The German Emperor.
Berlin, April 21. Fresh abscesses have appeared in the trachea of the Emperor, who is suffering from fainting fits, and there is appearance of dropsy having set in. His Majesty is unable to speak. The medical gentlemen in attendance upon him have ordered that the canula inserted in his throat should be cleaned every few minutes. April 22, The temperature of the Emperor is lower, his breathing is easier, and his cough less frequent. Tho physicians regard this improvement in his condition as - only another phase of the disease from which he is suffering. His Majesty's condition is considered to bo mo3t critical, though he may pull through for some weeks. Her Majesty the Queen is on her way to Berlin, and returns to Windsor on Thursday.
The Irish Question, London, April 20. Four boyeotters who appealed against the term .of imprisonment for which they were sentenced have-had the term doubled. The memhors of the National League are greatly incensed at the increased imprisonment imposed by the Appeal Court in the recent cases.,

Tho Chamber of Deputies has agreed to postpone the question of reforming tho Constitution for the present, The Cabinet has decided that M. Carnot should proceed on his tour as originally fixed.
The Wool Sales. London, April 20. At the wool sales yesterday, 13,000 biles were disposed of. Greasy combings were dearer, and the prospects are improving. At the sales to-day, all good crossbreds, greasy ml scoured, realised full prices, and in some instances there was an impiovementon last quotations, Medium sorts maintain February closing rates, but inferior and faulty qualities are weak and irregular.
