The Journal de St Petersburg states that the marriage of Prince Alexander of Battenbtirg to Princess Victoria would re kindle the hopes of the Bulgarian people that Prince Alexander would be restored to the throne, It considers his restoration would binder tranquility, and defer the pacific relations with the Powers. It is stated that Prince Bismarck is determined to resign the Chancellorship of the Empire, and that the difference between him and the Emperor over the betrothal is only a pretext,
