.Whatever may be the feelings of Austrian politicians towards the Czar of Russia, the Austrian ladies in high circles according to a story in the Werner Allgeinaine Zeitung, are enraptured with him because he is tho model of what a husband ought to be. On the 26th November the Czarina celebrated her birthday—the fortieth. The Czar made the fact memorable by presenting to his wife a necklace composed of forty emeralds. In order to collect forty stones of blameless perfection and sufficient size, Russian agents had been engaged for nine months in travelling to all the great European cities in search of emeralds. The Czar's purpose had to be kept a profound sejj», since, if it had been known that potentate was in want of so many emeralds the price would fine risen to a prodigious height.®®™ Czarina," says the St. Petersberg correspondent of tho Vienna paper- " although she possesses a tnoro splended collection of jewels than any other European Sovereign, was so delighted at this unexpected addition to them, that she danced round tho saloon like a child, with the necklaco jn her hand',
