Our local contemporary suggests that to-terminate the Municipal deadlock steps should be taken to dissolve the Council. This,, he says, can be done by a memorial to abolish the Wards. Councillors have frequently expressed the opinion that the Ward system has been a mistake. If-so, the memorial will kill two dogs with one stone. It will undo the mistake, and reduce the number of Councillors to nine, and it will givp the ratepayers an opportunity of deciding between the present Council and the Mayor, on the vexed question of water supply. The Council having been dissolved, the ratepayers will be able to assert themselves. Should a majority of the new Council be returned to support the Mayor, good and well, the water would soon How through the town; should the Mayor be in a minority, it will be his duty to resign, and abandon his water scheme to other hands." Wo quite agree with our contemporary that the proposal submitted would be a fair solution of the difficulty, provided Mr Eenall gave an absolute pledge to do his duty, and resign, if a majority of thenew Council were opposed to him. Without a guarantee of this kind, a dissolution would perpetuate, rather than determine the deadlock.
