MUNICIPAL.
Tittli ordinary meeting of tho Masters Borough Council was held in the Council Chambers last night. Present: CrsMacara, Muir, Hessey, Elkins, T. Chamberlain,. S. E. Gapper, Carman, Heron, Cmljen, E. Ghamberlain, and W.Perry. ' Cr Heron was voted to the chair. The previous ordiuary meeting's minutes were read and confirmed, as also were those, of the special meeting held for the confirmation of the Bylaws, The letters outwards and inwards wero read. The' Treasury Department wrote saying that tho Government iutj»ded to oease making paymentsiror the Crown and Native Lands Ming Act,after the 81st Maroh, 1888. Mr Thomas Mackay, the chairman of Monday night's public meeting, re the water supply, forwarded copies of the resolutions then passed. ' ' iM

.Cr Gapper; I will move an amend* ment. Tho Municipal Corporations Act gives the Council power over tho streets. I think, also, the Mayor, Mr Renall, has not observed the standing orders of the Council, when this question has been discussed. At the last meeting of the Council, he ignored Mr Dmrnmond's, plan of the water scheme, yet at Monday night's meeting lie said that Mr Drummond was employed by him. I will move a. resolution to the effect that beforo permission be given to any person to do work on the streets, plans and specifications should be laid before the Council, and be approved by them, and that should anyone, without proper authority, commence operations the Overseer should be instructed to inform the Town Clerk, who should be empowered to take legal action in the matter.
, Cr Heron, as Chairman, ruled that Cr Gapper was out of order, as his motion was hardly an amendment on CrCullen'g.
Cr Cullen's motion was then put and carried.
The Mayor (Mr A, W. Renall) here entered the, Chamber, just after this resolution, and took the chair.
The Mayor: I move that the resolutions passed last night be adopted. • Crs Perry and Heron explained, that the matter had already been disposed of, it having been resolved that the resolutions should be laid on the table.
The Mayor: Oh! Then that settles it, and nothing more can be done in the meantime.
The l! ire Brigade Committee's report was read, and also an explanation of the circumstances attending the services of the Brigade at Mr Meredith's fire.
The report was adopted. • The tVorks Committee's report was also read.
Cr Gapper mentioned that ho arranged with the Inspector to erect the Californian pump, and that it worked very satisfactorily, taking only a quarter of the time that the Douglas pump took. The Works report was then adopted. The Town Clerk read the Gas Committee's report. It recommended the reduction of the price of gas to 17s Gd per 1000 feet, with a discount of 5s for lighting,, and 7s Gd for gas used for machinery and other purposes, the change to date from March next. Moved by Cr Heron, and seconded by Cr Perry, that the Gas report be adopted.
Cr Cullen: I should like to see the gas discount reduced to make the price of gas 10s liett, and I move an amendment to that effect.
Cr Muir seconded the amendment, pro forma, but thought 12s Gd liett would meet the case, and this was what the Committee proposed, Cr Heron; • I think the 12s Gd rate should first be tried; 10s is too low at present.
The Mayor: Do you wish to press •your amendment ? Cr Sullen: Well, no; I will withdraw it. ■ It was then resolved that Cr Cullen be allowed to withdraw his amendment and the original resolution was carried. Arrangements were made for printing 500 copies of the by-laws. Tenders for ventilating the Council Chambers and the Library, and for erecting fencing at the back were referred to the Library Committee for a recommendation. Cr Cullen; I would like the Works Tommittee to have instructions to erect another Californian pump. The Mayor: You had better give notice of your motion 1 then -The present pump has been obtained irregularly, and was not sanctioned by the last minutos.
Cr Cullen: The Works Committee were told to do what was necessary. The Mayor: That is only a side way of getting out of it. Cr Carman said that Queen-street was subject to limitation regarding open air fires. Did the new by-laws apply to other places as well ? He thought that a general restriction was necessary, : T)ie Town . Clerk remarked that there was provision in this respect in the by-laws. A general conversation on this subject ensued.
There being no more business before :hem, the Council then adjourned.
