1 London, December 19. There was a panic on the Vienna Bourse on Friday and Saturday, It is estimated that two hundred million francs were lost. State rents have also fallen during the past eight weeks. The Invalide Eusse article ia considered to express the views of the Czar, and the Daily News avers that the Cisar specially ordered the publication of it. The Vienna Council have decided to expend twenty million florins for the equipment of Landwehr reserves, and the erection of huts in Galicia.
