PARLIAMENTARY.
HOUSE OP REPRESENTATIVES. IHURSDAY, DECEMBER 2. The Minister of Public Works, in moving the second reading of the Government Railway Bill, maintained that Mr Maxwell, the General Manager, was an able officer, but it was desirable to hand over the lines to a non-political Board. Mr B, Richardson also endorsed the departmental efficiency,. and supported the Bill, Mr Buchanan cordially endorsed the Bill. In Victoria, a loss of £235,000 in 1883 was changed into a surplus of £61,000 in 1886, by handing over the control to a Board, Sir Julius Vogel said that the House was asked to change the railways from a colonizing machinery into a commercial transaction, and questioned whether the Colony would agree to it, He suggested that a 'Parliamentary Committee should sit during the recess on the question of management,, and deprecated any introduction of party feeling into the question, Sir John Hall said he had been favorably impressed while recently in Australia with the Victoria syßtem, and he supported the Bill. The motion.for the second reading was carried by 51 to 6.
