Mr W. Lowes, the other candidate for Mayoral honors, delivered an address in the Theatre Royal-last evening which was perhaps more effective as a reply to the statements previously advanced by Mr Renall, than as an exposition of the present municipal situation.' Mr Lowes, following Mr Renall's example, put the Town Lands Trust Bill iii the -foreground, and defended the action of the Trustees with respect to it. On this point, though we fail to see what on earth it has to do with a Mayoral election, we differ from Mr Lowes. We do not consider the Trustees ought to exclude secondary education- from their schedule, or that, if they deemed it necessary to cut it off, we deny their right to take steps to sever it without the consent of the public. The Town Lands Trust Bill is a slovenly, illconsidered, badly drafted measure, which ought never to have been presented in its present form. We understand that, though the Town Lands Trusteeshave alegal aclvigsi-.they pitchforked a lot of clauses together and handed a curious compilation to Mr G. Beetham, M.H.R., without taking the commonsense precaution'of allowing their solicitor to review their handiwork, The bill won't stand -criticism, and we regret that Mr Lowes should have undertaken the defence of a palpable blunder, We were also a little disappointed with the main portion of Mr Lowes' speech dealing with municipal affairs. He assumed that some two or three thousand pounds had been spent more •than was absolutely necessary in the gas enterprise; he also held that the Borough Council had been spending more than their, incomo, b«t he did not quote a single figure in support of either assertion, The real condition pf the Borough finances has not yet been placed before tiie public, and this is the information which is evidently needed at the present juncture. We do not however believe that Mr Lowes'assumptions are very wide of the mark, and we are glad to notice that he has definite proposals for restoring the finances of the Borough to a more healthy condition, When he, in due course, has an opportunity of submitting them in detail, they will no doubt be carefully considered, and if adopted, tend to remove a feeling of distrust which now prevails as to the condition of the civic exchequer. There was a giwfc (leal of force in Mr Lowes' contention that his opponent, Mr A. W. Renall, was mainly responsible for the increased post of administration, and for the.diifrculjties entailed upon the Borough by t|s 0$ undertaking. Mr Lowes ivill, in all probability be elected as Mayor to-day by a substantial majority. His mission will be to bring the finances of the Borougli jnto a more satisfactory condition. It is (1.0 reflection upon the present occupant of the Maypral chair —Mr Caselberg—that the brake should bp ii). ftfr Caselberg was' elected to organic pd cpty put a large undertaking, w,d jt jj§ material j»t his disposal, and under itlie imposed upon him he has all that could be reasonably expeekd at his hands. When Masterton is ripe for another big venture to be tojfed there will no doubt be a unanimous call for Mr Caselberg's assistance, At the preset time however, public opinion favors going slow and economising, and we believe that "Mr Lowes will fully discharge the trust wiiicl} w feel sure the ratepayers of Masterton will this place in his hands,

t The examination of tho Masterton Publie School is now proceeding under the supervision of tho Head Master. Tho passes in tho first and. second standards are one hundred, and ninety nine per cent respectively, MrT. 6. Mason, Chomist, advertises that all accounts due to him of ovor three months standing will be sued for if nut paid by tho 14th of December. He also requests all accounts owing by him to bo rendered by that date. The Evening Press commenting on tho Lundon scandals says:—"A more flagrant cape of corruption and jobbery, we should say never was exposed. The papors fully bear out all the hard things that have been said about Mr Ballance's administration and show that he is totally unfit to be trusted with ministerial powers." In the Carterton R.M. Court, yesterday before Mr S, von Sturmer R,M., and J. Baylisss, J.P., the only case of' interest was A. M. Hirschberg vE. King and It. Buckeridge, claim for wages £2O. Mr Beard for plaintiff, Mr Sandilands for defendants, judgment was given for £4 17s fid, and costs £2 Os fid.
Another case of premature burial has occurred ill Prance. An elderly lady, who lived at an old-world place called St Ouen La Rouerie, recently fell ill, and, as her friends thought died. The funeral took place, and as the graredigger was preparing to lower,tho coffin into tho earth he heard moans issuiug from inside the lugubrious four boards enclosing the presumed corpse. The gravedigger left the cotiin in the care of the mourners, and went off with his sombre story to M le Maire. That rural dignitary, having duly donned his scarf of office and summoned the yillage doctor, proceeded to the - local " God's acre." the coffin was then-opened and it was discovered that tho woman had just diod from fright, having awakened from a trance to find herself hemmed in between the terrible deal planks. The ordinary fortnightly meeting of tho Masterton Borough Council was held last evening all the Councillors with the exception of Councillor E. E. Chamberlain being present, Correspondence was received from Mr C. F. Gawitli, solicitor, informing the Council that he had been instructed by three clients, who were owners of property on the banks of the Waipoua river, to warn the Council that if they, by any means diverted the rivor so as to cause it to damage their property they would at once take legal proceedings against them. A letter from Mr Geo. Beetham, M,H,8., with reference to subsidies to local bodies, was referred to the Works Committee. Correspondence was also read from tho Chairman of the Municipal Conference, enclosing resolutions passed, The following reports were read and adopted:— Library Committee, election of member for the Wairarapa District Hospital Board and Inspector of Nuisances report. On the motion of tho Mayor, tho Chairman of tho Works Committee was appointed to attend the next meeting of tho County Council and Road Board, The Mayor also moved that his previous resolution, "Thattho Town Clerk's salary be reduced by £25, be rescinded." The resolution was then put and lost, tho Mayor, and Councillors Macara and Cullen alone voting in its favor, Several accounts were passed for payment; and the meeting terminated after sitting forty-live minutes. According to recent statistics, says Truth, it appears that thero is as great a stagnation in tho Royal matrimonial market in Europe, as there is said to be in humbler circles,, There are 108 Princes, and GO Princesses of marriageable age in a state of 3ingle blessedness. Of this number, -however, six are betrothed.
During a cricket lhatch at Picton oil Tuesday last, says the Marlborough Times, one of thd Blenheim team while batting received tho full force of a swift round arm ball on his favorite corn. In the elections to the Swedish Second Chamber, held in Stockholm, the list of the Liberal Freetrado candidates was returned in its entirety. The lowest number of votes received by a Liberal candidate was 4880, Mliilst the highest figure abtained by any protectionist was 2800. None of tho moderate Freetraders polled more than 1820 votes, These results assure an absolute majority to the Free Trade Party in the Second Chamber,
One of tho saddest of the djjaths at the terrible Exeter Theatre disaster was that of the young oreanist of St. Judo's, Putney He was a musician of great promise, and his friends looked forward to a large future for his genius. He left Putney fora pedestrian trip through North Devon when so sadly arrested by a cruel death. An examination of second grade drawing students under the Wellington Education Board, takes place at the Masterton School on Saturday next, under the supervision of Mr J. 0. Boddington. Intending' competitors at the Caledonian New dear's Day Sports aro complaining of the state of the running track on the Park Oval. It is at present totally unfit for running on, being very rough and covered with long grass. Mr Smith is going to ask tho Postmaster General if he will have the telephono communication between Masterton and Eketahuna via Mangamahoe completed at an early date, Messrs .las, Brown and Co,, hold a sale at their Masterton rooms next Saturday. The list which is now advertised is one of great variety, including everything from six cases of oranges to a suite of furniture. Groceries, clothing, and merchandise are all well represented. The Masterton Mayoral election is proceeding very quietly to-day, there being scarely any signs that such an important event is: taking place in the Borough. Up to the time of going to press we learn that eighty votes had been recorded, which number may probably be doubled, by the t me the poll is closed this evening.
Mr Ballance has instructed his solicitor to tako action against the proprietor of the Wanganui Chronicle for republishing a paragraph fioni another paper connect ing Mrs Ballance with certain alleged wasteful expenditure of public money over gas stoves, and a pair of £4O curtains in the Ministerial residence.

Judgment was given by Mr "Wardell R.M., at the Wellington Court yesterday in tho case Miller, Booth & Co. v Wakefield and Roydhouse in which plaintiffs claimed £3lss, tho amount of a cheque drawn by defendants which was lost, and payment stopped,but subsequently cashed by plaintiffs for a customer. His Worship held that no carelesoiiea had been oxorcised by plaintiffs in cashing the cheque, nor were they answerable for the delay in presenting the cheque at tho Bank, as the notice of the cheque being stopped was not sufficient. He therefore gave judgment for plaintiffs with costs.
