NORTH COUNTY COUNCIL.

Tue ordinary meeting of.the North Wajrarapa County Council was held in tho County Chambers Mastorton yesterday (Tuesday). Present. Councillors Mackay (Chairman), Hawkins, Meredith, Smith, Brown Hunt, Dagg, Mauusell, and Beetham. Tho minutes of the previous meeting were read and confirmed. CORRESPONDENCE. The following was received among the correspondence of the month, and dealt with:—From Waitaki County Council re simplifying the scheme for procuring roads for public bodies, advocating that a certified plan from tho ownor and a proporly constituted public body, duly lodged with the registrar should bo a sufficient title for road purposes, without- recourse to the present oumborsomo systom. Or Hawkins thought it was a step in the right direction, and moved that the Council concurs in the proposal. Or Dagg called attention to an opinion lately obtained from the SolicitorGeneral, which was to tho effect that after a road had been in existence for a certain time it became common property. ..Or Hawkins' motion was seconded aud carried. From Mauriceville Road Board, asking for the services of tho County Engineer to lay off certain works. Agreed to. Colonial Secretary, calling attention to the County elections falling on the Princo of Wales' Birthday, and suggesting that the. Council postpone thorn until Wednesday 16th. Suggestion adopted. From Mr A. Petors. askiug the Council if they intended to let the Ngawapurua Tollgate' again, and at what rent:? It was decided to give the information required. Mr McHutchon, clerk to the .Akllso Road Board, stating that ho had-.communi-cated with Mr Williams, manager" for Messrs Johnson'&.Co., Mataikuna, re laud for. a shipping place at'Uriti, which they, .too willing to let for 21 years at 10s an acre per year. The consideration.of the letter, was postponed until au'op'ly had been received from Messrs Johnaton and' Co. by the Council. ..' • - : .' • • ■'-

From Eketahuna Road Board, ask- : ing'permission-, to'metal a portion 'of. "the main road'through'.'tho township'. Agreed to, tko..work: to be carried out under the supervision of tho Engi- : near. From Alfredton- Eoad Board, re annexing the Tiraumea property in that district. • Eesolved that the property be transferred as requested, providing the permission of the Castlepoint Board be obtained. Mauriceville Eoad Board, stating that they would contribute ■ M towards the erection of a public, pound there. Treasury, remitting the sum of £72 2s Id, subsidy due. Mr A. McHutchon stating that ho was unable to got a meeting of Natives ro the Oahonga Ferry Reserve, but those Natives ho saw were agreoable to extend the lease, but preferred to wait till after tho Land Court sitting. Decided to write to the Natives coucerned, and inform them that the County required the lease renewed at once. Masterton Borough Council, asking the County if they could find employment at stonebreaking for the unemployed relieved by tho Benevolent Society. Or Dagg said the application ought to have come from the North Wairarapa Bonevolent Society. Mr Bremner, Engineer, oxplained that he offered the Secretary of the Booiety the same price for the metal as they got it broken for,- the Society then could replace the metal by employing the stonebreakers, The matter was left iu the hands of the Engineer to deal with. From Public Works Department, asking for returns of roads made, bridges constructed, and works carried on by Government grantß and loans since 1870. Decided to. supply information required, Pahiatiia Eoad Board, stating that they intended to form the Pahiatua Biding into a soparato County, ..and asking for information re certain property holders to the South of the present riding boundary who they intend to include in the new county, and also asked for a certified copy of tho North Wairarapa County roll. It was> decided to grant the information asked for. Akitio Eoad Board asking the Council to hand over the control of the County road within that district, and to also hand over to the Board the' sum allocated to the. said road. It was resolved That as the question involved'the handing ■ over of the whole of the County roads to the Highway Boards, the question be deferred for the' new Council to deal with. From Messrs Elder & Co., enclosing cheque for rates due £lO9, for the privilege of rising the county roads during a part of the year." A.' tracing of the land referred to was also forwarded to the Council, showing':' the position of the pegs. During the discussion of the question the encroachment on tho reserves was severely commented upon, the opinion being that unless the practice wato stopped it would lead to future coiHr plications. It was resolved, That it be represented to the Government : that the laud be granted to settlers holding/sections in .the Wellington ' Special Settlement up to 100 links on either Eido from tho centre of the metal road. .' ;

The Chairman, Councillors Dagg " aud Beetham-were appointed a committee to consider the question' of ; lessening the width of the road through ' the township of Eketahuna, from the" Native reserve to the Makakahi bridge.".. FINANCE. ■ ;'•■'•' The report of the Finance Committee was read, showing a credit balance of £2063 16s 4d, and recommending j accounts amounting so £SOB 16s 4d fl forpayment. The report also embodied'. a recommendation that a rate of 5-16ths of a penny in the' pound be struck in tho Pahiatua Riding, as the . funds for the maintenance of the roads' through the Fortv Mile Bush were exhausted. The report was adopted, with the clause relating to the striking ' of the rate omitted.

SPECIAL MEETING. • The Council resolved itself intoA special meeting to pass a special'offlr constituting tho new ridings of Mauriceville, Whareama, Upper : Taaeru and Akitio, each riding to have one representative. Tho boundaries of the Masterton riding were' re-" defined, omng to the above district ' being taken.from it., en'giseek's report. The Engineer's report (which mil appear to-morrow). was read and adopted, andtho-recomnondationß it; contained were agreed to. DISTRICT ROADS. (Jr.. Smith presentod" a petition ' asking tho Council to. declare the Eketahuua-Tiuui Road. through the Alfredton Riding to be a district road under the control of the-Alfredton' Road Board.
