The stoppage as fur as practicable, and judicious, of the system of borrowing, 0, Abolition of tho Upper House. 7. Decentralisation ; the restoration of the proper functions of local Government so that logrolling in tho Legislature may _ disappear, and the duties- of the Public Works Department may be distributed among the settlers and localities concerned. 8.
