QENTIEMEN,I sincerely tliank you (or the honor you have conferred upon mo, by asking mo to allow myself to be nominated at the approaching General Election to represent you in Parliament. In reply, I have to stato that I will contest tho election against all comers, and if elected I would support a Government introducing measures to the following effect :~ Economy and retrenchment in every branch of the Civil Service, and the' amalgamation of Ofllccs, Tho reduction of tho honorarium,' and of the number of members of both
Houses. The completion of the railway to Palmerslon, and the constructiou of the lino to Auckland, and tho extension of <hc lino IVgiu Eketiibuna to Palliatua. Tlib opening up of Crown lands, and the acquisition of Native Landß for settlement The cessation of borrowing except for the works mentioned, until the finances of the colony have been placed on a sound footing. Tho amendment of the Land. Act, ■ by the repeal of tho Perpetual Leasing system, and by giving.greator ■ facilities for selectors to tako up Deferred Payment Lands. The repeal of Property Tax and the introduction of a Land and Income Tax. The. amendment of the Education Reserves Act to enable .the Government to use the revenue from the Reserves for Secondary Education for the purpose of Primary Education. The reform of the present system of railway management. I shall address tho Electors at all tho centres of settlement throughout the district on dates tobe advertised, when you will find mo supporting true Liberal measures, and that my knowledge of the district enables me to form reliable opinions on the subject of your local requirements. MASTERTON ELECTION. TO THE ELECTORS. HAVING announced my candidature at the approaching election I have the pleasure to submit for your consideration the political platform which, if returned, will command my earnest Bup'port:— 1. Encouragement to Colonial Industries so that labor and capital within tho Colony may be fully and prosperously employed, and labor and Capital from without attracted to the Colony. 2. The aubstitution of a progressive land tax, from which moderate areas will be exempted, for tho present property tax in ordor that land monopoly may bo rendorcd unprofitable, aud tho improvement of property encouraged, ' 3. The maintenance, in a state of thorough efficiency, of the present system of primary education. 4. The continuance of tho existing liberal land laws, and the expansion of tho special and village settlement systems. 5. Tho stoppage as far as practicable and judicious, of the systom of borrowing. G. Abolition of the Upper Houso. 7. Decentralisation; the restoration of the proper functions of local Government bo that log rolling in the Legislature may disappear, and the duties of tho Public Workß Department may be distributed among the aettlei-B and localities concerned. 8. A system of vigorous rotronchment under which ornate but useless branches of the civil service will receive Bkilful attention and state pension shall gradually cease.
