MUNICIPAL.
1 The ordinary meeting of theMaslerton .Borough Council was held last evening (Tuesday). Present—His Worship the Mayor (Mr M. Caselberg) Crs Perry, T, and E. Chamberlain, Carman, Papworth, Ressey, Muir, Alacara, Cullen, Parsons, Elluns and Gapper,
The minutes of the last ordinary meeting were read and confirmed. CORRESPONDENCE, The following correspondence was read—From Treasury remitting the sum of £1 ss, the amount collected
for fines during the month 1 of May, Railway Department stating that'We consumption of gas would be so smfll that they could not undertake the expenditure of connecting it to the Mmterton EaiKvay Station. Referred to Gas Committee to deal further with, Messrs Sellar and James Brown, arbitratora, stating that tliey had valued the property io. Hall street, leased- by Mr J. W..Lang ut £l7 per annum ' for 21 years, It was resolved ■to give effect to the arbitrators decision. 3. Phillips for permission to erect , horse post outside bis premises. Referred to Works Committee with power to act. T. James, stating that he was' not liable for rates sued for, that he was not in a position to pay them and that he had not received the proper notice before being sued. The Clerk 1 ' was instructed to reply that tho' Council had no power to remit , the rates', and that he waa the person responsible for the amount. A. J. Rawson applying for permission to opeu a right-of-way through towu aero 15.ii.atj,, part of town acre 13, fromQuSl Streit to Dixon Street, for the use of leaseholders of the property. Referral to Works Committee to report upon. ' Mrs Renal), asking' the Council to consent to a right-of-way through property abutting' on' 'Chapel street, for her private use only, and to enable the property to bo registered. It was decided that the application bo acceded to, conditionally that tho Borough solicitor approves of it, and that the Couucil bo protected from any expense iu conuectiou with the lorming and metalling of the said right-of-way. 0. Waglaud, butcher, applying for permission to erect a slaughterhouse at the Akura. Referred to Sanitary Committee to report upon. A, J. Hathaway, ansistant clerk asking permission to serve a 6 deputy returning officer—Granted. Messrs Johnsou & Co. stating that had' been summoned for rates they did not owe, and that they had been paying rates lor years, upon property they were not entitled to b? rated for and asked for a rehiud. Referred to Finance Committee. THE STEAM FIRE ENGINE, A communication was read fllhi Messrs yhand, Mason and < Co., re the Fire Engine, enclosing iuvoica of the same, showing that payments could bu made .in nine annual payments of £62 17s Qd each, the first payment to include the charges for packing and freight', amounting to £'so 17s 4d, or if: paid for in one sum the firm would' accept, a ten per cent reduction, which' would make the amount £560 18sGd.' -A letter was read from Mr C. B. Izard, stuting that the engino had arrived tiy tbe'Jisikoura, and awaitod delivery. Mr A. R. Bunny, stating that ho liad perused the bailment note, and found several alterations necoßsary, a'iid awaited further instructions from' the Council, , The Town Clerk read the deed referred to,, and the Mayor, moved that immediate action be taken
to get the deed executed, and' tte. engine obtained tor the Borough out delay, Cr Perry seconded the motion, Cr Papworth said lie did not object to the eugino being obtained, but considered that- the Council were aoting illegally, inasmuch as they could not do anything that they could not. give
a security for. He contended they, were pledging themselves liy agieeiug to make good any damage dono to the engine, which, in the event of a general smash up might be of such a nature as to he beyond their means. Under the circumstance's, he must oiler his objection, . ; -i;; The Mayor pointed out that their' . solicitor had not called attentiou to any I '' illegality in the deed. He was quite aware that the Council could not bind its successors, Or Cullen was of opinion that if anything happened ;they could forfeit what they had paid, on the same principle as the tiuio payment system was worked by the Singer Sewjlk Machine Company.
Cr Hessey moved an amendmentthat before any deed relating to the lire engine was signed by the Council, that a public meeting be convened, and the vote of the ratepayers taken oil the stiliject. The amendment not finding- a seconder, the motion was put and cm-iied on division, Crs Piipworth and Hessey alone voting against it. The Mayor and Clrs- Macara and Perry were appointed to sign the deed, aud affix the Borough seal, REPORTS. Reports were road and adopted without discussion from tho Gas, Works, and Fire Brigade-• Com- ' ' mittces. The printed balance sheet was laid on the table, and adopted without discission, PRICE. OF GAf. . Cr Cullen moved, pursuant to notice, that tho price of gas be reduced . 2s 6d per thousand feot. He wts into the subject thoroughly, add pointed out that unless something waff done to induce an iwireaio of con- ' sumers, a rate was sure to eventuate.Or Capper seconded the motion. The Mayor pointed out the position of the Borough with reference to the gas, works, the cost of making, the output, and general expense's. Crs Perry, Hessey and Muir having, spoken, the. mover replied, and the motion was lost on the voices, and the Council adjourned..
