Decentralisation ; the restoration of the proper functions of local Government so that log rolling in tho Legislature may disappear, and the duties of tho Public Works Department may bo distributed among tho settlers and localities concerned. 8, A system of vigorous retrenchment under which ornate but useless branches of tho civil service will roceive skilful attention and stato pensions shall gradually cease.
