MASTERTON ELECTION. TO THE ELECTORS, AVING announced ray candidature at the approaching election I have the pleasure to submit for your consideration the political platform which, if returned, will command my earnest support:— 1. Encouragement to Colonial Industries so that labor and capital within tho Colony may be fully and prosperously employed, aud labor and Capital from without attracted to the Colony. 2. The substitution of a progressive laud tax, from which moderate areas will be exompted,. for tho present proporty tax in order that land monopoly maybe rondored unprofitable, and the improvement of property encouraged. 3. The maintenance, in a state of thorough efficiency, of the present system of primary education. i. Tho continuance of the oxisting liberal land laws, and the expansion of tho special and village settlement systems. 5, The stoppage its far as practicable and judicious, of the system of borrowing. I). Abolition of the Upper House. 7. Decentralisation ; the restoration of the proper functions of local Government 60 ■ that logrolling in the Legislature may disappear, and the duties nf the Public Works Department may be distributed among the settlers and localities concerned, 8. A system of vigorous retrenchment under \vh eh ornate but useless branches of the civil service will receive- skilful attention aud state pensions shall gradually cease.
