Abolition of the Upper House. 7. Decentralisation ; the restoration of the propor functions of local Government so that logrolling in tho Legislature may disappear, and the duties of the Public Works Department may bo distributed among the settlers and localities concerned. 8. A system of vigorous retrenchment under which ornate but useless branches of the civil service will receive skilful attention and state p'onsions shall gradually cease.
