The Wairarapa Daily. MONDAY, MAY 9, 1887. THE ADMINISTRATION OF CHARITABLE AID.

The administration of charitable aid in this district is now becoming a matter of some importance. When a Benevolent Society was first established in Masterton claims for assistance were comparatively raro, and it was not yery material that they should be dealt with by any cut and dried regulations, so long as they were duly attended to. Now, however, with the growth of population and, we fear, a large percentage of destitution in the community, there are always about a dozen families requiring aid, and the question of administering it in such a way that efficiency and economy may ho combined is of public interest. Poverty has unfortunately become so common in this neighborhood that its relief is demanded to be provided for on some well devised system. An illustration of this necessity was reported last week. It was then asserted a certain family was hardly dealt with by the Society, and that the members of the family were suffering from the inadequate supplies doled out, In this particular instance we understand that the family in question was costing the Society eighteen shillings per week, and that it had some slight resources outside this grant. It is quite evident that when n number of families are dependant upon a Benevolent Society, a donatio of eighteen shillings a week to one of them must be deemed to be a fairly liberal contribution. If a Society paid much more than this to any one family it would speedily exhaust its resources, and would probably be censured for extravagance, In the present instance, a certain member of the Committee was accused of inhumanity for maintaining that tho measure of relief granted was adequate to the necessities of the case. In instances of this land it is very easy for those who have to provide the money to show that too much is being done, and for those who have only lo supply sentiment to demonstrate that too little is being accomplished. The only way to avoid criticism is the adoption of fixed rules to meet the various cases which from time to time creep up. The responsibility of deciding what cases are fit subjects for charitable aid and tho extent to which they should be relieved, must not rest upon the personal sympathies or the personal investigations of the Committee, but on the official reports and recommendations of the relieving officer, A suggestion lias been made that the Mayor of Masterton should directly expend the charitable aid grant made by the Masterton Borough Council, but this would be a step in a wrong direction. The administration of charitable aid is now undertaken by tho local Benevolent Society on behalf of both town and country, and receives more careful and intelligent supervision than if those two local bodies took it in to. their own hands and made direct grants to destitute persons. The task of the North Wairarapa Benevolent Society has not been an easy one. It has, as it were, to organise to meet the numerous claims which are devolving upon it, and to build up an institution which will permanently supply the charitable aid requirements of the district. We' trust settlers generally mil display an interest in the work of the Society, and not only aid ;it by paying annual contributions! towards it in proportion to their means, but also by abstaining from giving private relief to cases [ which ought to be dealt with by the Society. We feel sure that if the Benevolent Committeo are well supported by the public they will be able to deal fairly by all deserving cases, and by eliminating cases which are not worthy of consideration and keeping down grants to those that are to a reasonable standard, they wiU make adequate and economical provision for administering charitable aid in this district.

A son of Mr Croots of Pirinoa, died on Wednesday after a short illness, Dr Smith pronounced the cause to bo heart disease. The deceased, who was nine years of age at the time of his death, was interred in tlio Maryborough cemetery on Saturday.

The marriage of Mr W, Betty to Miss Lizzio Green attracted a large number to the Masterton Wesleyan Church yesterday morning, when the ceremony was impressively performed by the Rev. J. N. Buttle, After the solemn rite had been successfully carried out, the best man turned to pay the customary tribute to the bride but found the bridegroom had forestalled him, so he mado amends by gracefully doing it by deputy, and commenced to kiss the bridesmaides, cf whom there wore four. A serious accident happened through a runaway horse at Mr P. Carr's place, Te Ore Ore, on Friday last, by which Mr A. Mutrie broke his leg and a son of Mr Johnstone, of Mauriceville, broke his kneo cap. It appears they were proceeding with a hoise and vehicle to get a load ot water for a thrashing engine, when the animal bolted. A horse belonging to Mr F. W, Temple left the Indian T Warehouse this morning and took a loug gallop on its own account, taking-the goods trap for company. The animal started northward at a gentle, trot, and like a steam engine increased pace as it went on. It safely negotiated Farmer's corner, turned into Perry-street and then: into Chapel-street, did along straight run to the extreme end, and then 'emerged into Queen-street again, The race home created a deal of wild excitement- -and rash speculation, but Mr. Knight pluckily rode up, raced the fugitive, and after a long struggle from the School to Renall street, brought it upstanding, without any damage being done.
