Tnn opposition havo refused to debate tho Government speech, or in other words they do not desire to oust the Government. Just at present it would almost appear as if the Government were willing to go out of office and the opposition unwilling to go in. Both political parties are hobbled aud till a dissolution or a general election sets them free no satisfactory permanant arrangement can be made for filling the ministerial offices -with men who are likely to work together for the good of the country. Events seem to point to a new Ministry of which Sir John Hall will he tho.head, and of which, possibly, Sir Julius Vogel may be a membor. Sir Julius must be thoroughly sick of the radicals by this time aud anxious to get into better company. We ago not sure that Sir John Hall whon he comes into power and this wo almost regard as a certainty, would not do better without Sir Julius, but as tho preaont Colonial Treasurer has a large Mowing of Canterbury and West Coast members at his back who owe him a debt of gratitude, ho may be in a position to dictate his own tern If Canterbury joins the opositiou tho combination will be simply irresistible. Sir Bobert Stout and Mr Ballance will havo to retire from power, and probably for tho next three or four years a tolerably trustworthy' Cabinet under Sir John Hall-will restore the credit of the Colony, a-nfl undo the mischief which the present Government have aohioved, The preliminary step to all this, however, is 'the general election. . \ ■
