The Wairarapa Daily. MONDAY, FEBRUARY 28, 1887. "BUT AYE WELL TASTE THE BARLEY BREE."

: TaE r result'of the late licensing eljection in Maskrton is described in. the following terms by one of the successful and joyous candidates:— . The first five-who are the members of the previoufl Committee and represent the temperance ormoderate party . as distinguished from the total abstinence party —were declared duly elected, an announcement that was received with ohoers by tho assembled crowd. Subsequently, a convenient wagon- . •otto bolonging to a Miki-Miki settlor was placed under contribution,- formed into a triumphal chariot,'into which all hands embarked, and tho various .hotels wero freely sampled. So far as wo can aeoottain tho only question upon which the election was fought was whether there should be a further curtailment of tho hours for closing or whether tho presont hours should bo adhered to, Wo are led from this to understand that the representatives of. the " ternperanco or moderate party" boozed round six hotels in one evening freely sampling the liquors' in each house. Who would not be a member of a liconsing committee to get tho free run of such good liquor, and how convenient it must nave been to have .had a friendly wagonette to convey the jolly topers from pub to pub, and after tho .final shout to drop them gently at their own homes. No doubt the newly eloctod licensing committee have discharged a' public duty in a highly creditable manner. As connoisseurs in "barley bree" they' adopted the best method of ascertaining how the houses under their jurisdiction were conducted, and, no doubt, wheri they came to the last hotel on the list they, were able to sing " We ato na foil, we'ro nao that fou, But juat a wee drap in our o'e; The cock may craw,' tho day may daw, But aye we'll taste tho barley bree." There may be some stern moralists in the community who will denounce their conduct as reprehensible and unseemly, and who will shudder at the picture of a judicial body being carted from bar to bar in an exalted condition; but wo mußt confess, that though Ijhe picture as drawn-by • one of ,thf Committee is scarcely a creditable pne,,'we blame neither the ■ publican nominees. The present Licensing Act gives the publicans the power'to select their own licensing Committee, and as their interests are at stake they would be great fools if they did not exercise the ! right which the law puts into their , hands. The publicans, too, select the i best' men they can obtain for their Committee. Their nominees may like a glass of whiskey, but, in the main, they arfl respectable resists, though - perhaps they cannot quite' be regarded ' as the'; representatives'of the temper- | ancb party in the community. Their freak on Friday evening last was a slight indiscretion, having regard to the fact that they are supposed to set a good example in the community. We find fault simply with the Act , itself, which permits suoh a condition of affairs, and which'obligeß publicans in self defence to elect their own committees, The,present Licensing Act is a most expensive farco. One good Licensing Bench in the Wairarapa . would do hotter work than tho twenty . Committees now existing. It would I be far less expensive and much more i effioient. We believe the Licensed ; Victuallers would willingly bail the - abolition of the present ridiculous and , extravagant syetora, and would be • quite content to trust their interests to-an independent and influential Licensing Bench, whioh would have the confidence of all classes in the . community.

Tiie Masterton public were extremely anxious yesterday afternoon and even: ing to hear further particulars of the disastrous fire in Wellington, The members of our reporting staff did their best to obtain some items by telegram, but unfortunately the Masterton office is closed on Sunday afternoon and evening, and the officer in charge resides a considerable distance out of town, so that for all practical purposes Masterton was shut off from all communication with the Empire city. The experience of yesterday clearly points to the necessity of the Telegraph Department making better arrangements for supplying Masterton with telegraph .facilities in cases of emergency,

• Mr Riley, art instructor for the School of Design, will leave Wellington for the Wairarapa on Friday noxt, for tho purpose of examining:the drawing classes of the schools in country districts. He'i will-first proceed to Masterton, and after giving a series of class lectures • .will continue the examination throughout the Wairarapa and Manawatu districts, Mr Riley's duties will probably detain him for three months in the country—Press. Through tho courtesy of Mr Gibb, assistant telegraphist, we were enabled to issue an extra yesterday morning about the disastrous fire in Wellington, which caused considerable excitement in • Masterton. In tho ovening a largo crowd assembled in tho vicinity of tho telegraph office awaiting later news, but although we made every qndeavor to get communication with Wellington we failed to placeany further information boforo the public. We have to thank Mr Couborao, 'tho Station Master, who tried for more than half an hour in tho evening, betweon? and 8 o'clock, at the request of our repro'-' Bsntativo, to speab'.'with the Wellington' offices, but with6ut any result. This ■morning as soon as the. telegraph office was opened we received full particulars ot the fire from tho Press Association, which wo issued as an extra so that tho anxiety of-the public should be relievod. Messrs Charles Pownall & Co, mortgage agents, Wellington, report that ths money "market has remained in the same Btagnimt ['state without any supply, and, thoreforo, without any enquiry for mortgage investments, tho rate of interest nominally remaining at from 7toßper confc. An offer tq accept a considerable sum of private trust money at six per cent for a long term of years has, been doolinod, though tho security was unexceptional. The Banks' reduction from G to 5 por cent, on deposits for twelve months may eventually increase this supply, but any Bpare capital offering has been 'absorbed, and withouc any foreign remittances there is no present liklihood of making good the existing vacuum, Money at home is again a drug in commercial circles, being quoted at 3J por cent,, nearly two per cent under Bank of England rates; but the strong feelingwhich exists about our future borrowing propositions has established a decided scare against, further, investments which can only bo dissipated by the declaration of our Government that no further loans naked for a term of years, beyond the completion of existing contracts. Then we may look for fresh confidence in our investments being secured, Wo have inspected the stock of Men's, Boys', and Youth's New Zealand and Colonial Tweed Clothing at the Wairarapa Clothing Factory, and for quality and prices we have not seen anything in the Colony to equal them, and we strongly advise anyono requiring Clothing to call at The Factory, next Mason's, Chemist, and see for themselves,—Advt.
