And provided further that in. the case of a vehicle without springs having the tires of all its wheels of a breadth of not less that five (5) inches, the wheels boing so formed that a surface of not loss than five (5) inches comes in contact with the ground on a firm cart road, the amount of the Tolls shall bo one half tho late which would otherwise be charged under the schedule By Order.
