Provided that not more than one Tell shall be taken on any vehicle or horse passing and returning on the same day. And provided further that in the case of a vehicle without Bprings having tho tires of all its wheels of a breadtli of not less that five (5) inches, the wheels beinq so farmed that a surface of not less than five (5) inches comes;in contact with the ground on a firm cart road, the amount of tho: Tolls shall bo one half the rate which, would otherwise bo charged under the schedule.
