Any person acting under cho authority of this Council may at all times oxamini and measure the tirea of the wheels <, any vehicle, andevery owner or driver, o: person in charge of any vehicle, or anj other parson who shall obstruct or refuei to permit suoh examination and measur ing as aforesaid, or who shall iii any wa; offend against the provisions herein con tained, shall, on conviction thereof before any two Justices of tho Peace bi liable to pay a fine not exceeding tw< pounds (£2) and on any subsequent con viotion a fino not exceeding five poundi (£5) for every Buchoffeneo.
