Berlin, December 4, In the Reichstag yesterday, on presenting the Bill for the increase of the German Army, Herr Brodsart stated that although there was no immediate danger of war, the want of control exhibited by a large proportion of the French people prevented the people of Germany from living in peace and contentment. He declared that tho increase in tin army was imperative, in order to be on an equality with the French army. Count von Moltke, di* cussing the Army Bill, declared that an alliance with France which would ensure the maintenance of Burobeou peace was impossible while tho French demanded the surrendor of provinces which Germany would never renounoe, Ho disclaimed any idea of conquoßt, but decjared that Germany would keep these provinces which shealroady possessed.
