La) France, protest against the undertaking | on the ground that the piercing of the isthmus must have the almost immediate effect of destroying Great Britain. He has addressed to the proper authorities a statement m which ho sets forth that the warm stream flowing from the Gulf of Mexico is beaten back by the Isthmus of Panama, and directed towards the shores of England .which it fertilises. To cut through the Isthmus will be to give another course to the Gult Stream; when England, exposed to an Arctic temperature, will become a Becoud Labrador. Her coasts will be covered with ice, desolation will spread over the face of the land, her civilisation and her commerce will be at an end, and France, for so many centuries hoi* rival, will triumph over her. Englishmen may console themselves by reflecting that at the present rate of progress in the works on the Isthmus it will be Borne time before this melancholy consummation is reached,
