The Wairarapa Daily. SATURDAY, NOVEMBER 13, 1886. THE NORTH WAIRARAPA BENEVOLENT SOCIETY.
With reference to tbs remarks madt in our last issue we have been informed that tbe peculiar aotion of the North Wairntapa Benevolent Society with respect to the Jackson family was prompted by a desire to relieve tbf district from a charge which in time mould represent a sum of about £BOO, being the oost of maintaining them nf to a certain age at tho Industrial School to which they were committed. This obarge would have pressed heavilj upon the resources of the Society, aud bad not the latter have been prepared to bear such a levy, the district board would have stepped m and helped itself by means of a rate. As the Society is at present a voluntary body a rate would kill it, as such and quently the Trustees were placed in an awkward position, They have succeeded a? it were in gaining four months breathing time, but they have not in any way relieved themselves from the embarrassments of this position. The £BOO hammer must still fall, and it is almost a question whether it would not have been as well to face the blow at once. The law as it now stand? packs off neglected children to the Industrial Schools at the instance oi the police, and charges the cost oJ their maintenance to the localities io
which their abode m i,hri time happens ■ to be situated, The nvcrago cost per 1 family nay not be £BOO, as in the ; present instance where the children are . numerous, Ijuc it is quite probable that, a3 in otber parts of the Colony, a large number of committals may be made, and the charges in the localities in which they occur will become a i serious tax. Efforts are now being made in Masterton and elsewhere to do what? Why, to evade the operation of the law by special arrangements, If it is desirable to evade the law we would suggest that the simplest plan would be to give every distressed 1 family a few pounds to clear out to the next township, In the present instance it would have paid this district to have despatched the Jackson family to Sydney or Melbourne, or even to that" El Dorado" Kimberley. Wo do uot believe, however, that it is a wise policy to evade ,a, law by ingenious expedients, If the law for' committing children to Industry Schools and collecting. the cost o , maintenance from local bodies is a good one, let it be carried out. If it is a bad ope let it also be carried out. The carrying out of a bad law leads more speedily to its repeal than the evasion of it. When Parliament meets in the ' autumn the charitable aid questionmust crop up and till then it would be as well to let. the law take its free r course, let it have a fair trial and if it J be found that it entails undue hardship ' on the community, if it creales, as we believe, the very pauperism it was ! inI tended to prevent, why then the House . • will be compelled by public opinion to repeal it, In the meantime it is interesting to know that all over the colony streuuous efforts are being made to evade its operations, About 80 olaiins have been received in Wellington by tho Old Soldier's Commission. dominations for the Lower Valley Jockey Club Boxint; Day mooting close on Wednesday next.
