The Bulgarian Government have issued a diplomatic note to the Great Powers, protesting against the action of General Kaulbars in his tour through the.Balkan provinces.
Melbourne, October 8.
It is announced that the New Zealand Government have signified their willingness to contribute towards the fund which is being raised for the establishment of an Imperial Institute, and it is expected, that the Australian colonies generally will increase the amount of their contributions to the fund.

The New Zealand loan and Mercantile Agency Company held their first wool sale of the season this afternoon, One thousand bales were offered, of which 800 bales were sold, The attendance of buyers were large, Continental firms being especially well represented. The prices realised were excellent,,good greasy merino • selling up to lid per pound, and good greasy crosßbTrod up to 10'Jd. Scoured merinos realised aa high as Is 7|d, Greasy merinos of inferior qualities are from l|d to 2d higher than at the close of last season Scoured merinos 3Jd to 4d higher.
THE GREAT BARRIER MURDER. ' [United PebssMjoiatmJ . Auckland, October 7. In reference to the wreck of the Sovereign of .the ■ Seas, Perm's relatives are inclined to believe in his.reported drowning. When the news was broken to Penn's father he took it very .quietly, sayinp he expected to hear that his son was dead, as he had Been him in a vision a fortnight ago. The South British Insurance Company have paid the insurance on the Sovereign of the Seas, believing the policy covered the act of barratry committed by Caffrey.
PENN AND -LIZZIJS GRAHAM SUPPOSED TO BE MURDERED. . Yesterday aftornoon the Government received information from Brisbane that the police there have apprehonded a man supposed to be Penn, aud asking for a further description of the man in order to make sure of his identity.- The Queensland police to know whether Ponn had a certain mark about tho eye,, and whether he had ever been' connected with a certain vessel. The Wellington authorities at once communicated with.the Auckland Police, requesting them to furnish the Brisbane Police with all possible information. To-day information was received from New South Wales, by the Defence Department, which leads to the- supposition that Caffrey's accomplice Penn and the girl Lizzie Graham' may have been murdered. A, man's felt hat and a woman's straw-hac-has boon found on the beach (presumably in the Vicinity of the wracked cutter Sovereign of the Seas, though the telegram does not .state so,) and that the woman's hat had three cuts on the crown as if inflicted with a tomahawk or similar sharp instrument,
