In answer to Mr Bryce, Sir E. Stout said an opportunity wouid be given this reek for discussing the Public Works Statement.
: Mr Grace presented a petition from the Buflerers by the eruption asking for help,. The Counties Bill wasf urfchef considered jn committee. Mr Stout moved the insertion of the following-new counties: Hobson Rotorua, and Olamatea, and a change of names of the Wairarapa East and West into North and South. Considerable ducussion ensued, several members deprecating the creation of now counties. Mr Wakofiejd moved to add Ellesmere county, to the list.' Mr O'Callaghan strongly protested, on the grounds that the inhabitants did not want tho change and after some argument the amendment wasrejocted onthe voices, Mr Stout's motion was carried by 40 to 30. Mr Ivess moved to omit town districts from county jurisdiction, and this being lost, Mr O'Conor proposed to inolude boroughs in countios, which was also negatived. Clause 168,—Seperate accounts to' be kept for Ridings comprising Road and Town Districts was struck out oil the notion of the Premier. Clause 275,—The Counoil'may contribute out of County funds for school buildings, Several speakers objected to giving counties this power, Sir Robort Stout pointed out that the clause was in the original Act and also Municipal Corporations Act. Tho clause was struck out on the voices. A number of new claugos were added, among them one giving Councils power to spend money in eradicating Californian thistle or othernoxious weeds. On the motion of Mr O'Connor a clause was added permitting travelling expenses tobe paid to a county chairman up to £IOO, Mr Guinness proposed a new clause giving Counties power to pay clerks to Licensing Committees.—Carried on the voices, On the motion of Mr Macarthur a clause was passed giving'power to two or more counties to unite schedules was amended, and the Bill was reported.
