The new French Minister of Marine (Admiral-Aube) is making a complete inform in the French navy. He considers that the (government might just as well advertise all ironclads for sale as old iron, and has stopped the construction of the two monsters now on hand, devoting his energies to the development ot torpedo warfare. According to the reports published in the Temps of the result of some torpedo experiments conducted by the Admiral Duperre. on the 2nd inst., the torpedoiats found ho difficulty in repeatedly striking the ironclads when tjoing at full speed with torpedos fired at any angle against her side aa well as when fired at her bow. The theory of the English navy, formed after the experiments at Bantry Bay, that the wave of water formed in front of a great ship going at full speed is sufficient to deflect the toipedo from its courae, is declared to be exploded by tho French experiments. The wave in front of the Admiral Duperre had no effect on the advancing torpedo,
