Tiie present condition of local bodies like the Waitarapa East County is not a happy one. The. Ministry in power is practically a hostile one, and the numerous Road Boards now springing up in all directions tend to weaken the influence of the larger body. Again, the operation of the new Hospital and Charitable Aid Act is disastrous to county interests. Hospitals and Benevolent Societies have only to ask for a grant in . aid to net it, and the tendency in administering such bodies will always be to go for money where it is obtainable with a minimum amount of trouble. The suction hose hag already been successfully applied to the County and municipal treasuries, and no doubt the application will be repeated whenever fresh aid is deemed necessary. The difficulty of successfully carrying on the County administration is now very irreat, and were it not that the County has incurred liabilities that cannot well be delegated to the Boad Boards, and that there may be some chance in the future of Parliament considering the interests of roads as well as railways, it might almost as well cease to exist,
