Layard, British Consul for Noumea has fanvarded a despatch to His Excellency the Governor, Lord Carington, iu which' Jie informs ilia Excellency the French wai vessel " Dives" left Noumea in fighting trim, having taken on board thieo ruontli'u provisions. The "Dives'' is bound for the New Hebrides, whereitifinteuded to hoist the French flag. No vessel was allowed to leave Noumea within forty-eight'hours from the moment of the departure of the war ship. Lord Caringtonhas telegraphed the substance of the despatch to Earl Granville, the Secretary for the Colonies, Adelaide, June 8, fkeived June 8, 1,10 a.m.—Tho South Australian Ministry has been re-oonstructed. Mr Newland has resigned office, and'- the following ippointments have been made :—Ur Spence, Chief Colonial Secretary; Mr Bray, Colonial Treasurer; and Mr Turner, Commissioner of Public Works
