The first battle of the session lias been fought and Ministers have won it by a large majority. We do not believe that the hostile motion o£ Mr Montgomery was a concerted attack on the part of the Opposition, and we feel pretty sure that Major Atkinson was in no way responsible for it. No doubt Major Atkinson will himself move a direct vote of "no-confidence" in the Government as soon as he feels that he can carry one, but he is not the man to thrown down a challenge unless he is strong enough to win. On Mr Montgomery rests the responsibility of the late division, and we fancy that when Sir Robert Stout forced the issue, he was a little in the dark as to whether the Government would/win or lose. More troubles are in store for the Ministry during the present session, and we cannot help thinking that the Premier would not have been sorry if an opportunity had been given to him to get rid of his dangerous partnar. The house, however, is hardly prepared as yet to turn out the Ministry, and many members prefer that Sir .Julius Yogel and not Major Atkinson should divide the loaves and fishes, The million and a half loan is a sufficient bait to keep a considerable number of members dangling in the wake of Ministers. Threatening clouds, however, hover on the Ministerial horkon. One as yet no bigger than a man's hand may be detected in Mr J. W. Thomson's motion, "That a committee be appointed to enquire into and report whether any members of the Legislature negotiated for, or claimed, or received any commission or other remuneration for promoting the passing of "The District Railways Purchasing Act, 1885," or for negotiating the sale 'or purchase of tho debentures issued or to be issued thereunder by the Government ; such committee to have power to call for persons and papers; five to form a quorum; to report in throe weeks,
