WAIRARAPA EAST COUNTY COUNCIL.

The regular monthly meeting of the County. Council was held yesterday, Pro-sent-Crs Mackay (Chairman) Hunt, Meredith, Hawkins, Beetham, Maunsell, Dagg, and Macquarie. The minutes'of .the previous meeting were read and confirmed.

The correspondence outwards was read and the correspondence inwards was dealt with as follows : A request from J. F. Heckler to fenco in the gravel reserve, 113 Mangaone, Block 14, containing two acres, in his section, was granted, aubjeet to tho fence being removed at the request of tho Council.

ORASSINO. It was resolved to sow grass seed on tho Taueru road where the; bush had been cleared and burnt off, REMOVING GRAVEL, A letter was read from Mr Crowo stating that gravel was being removed from tho front of his section, and that ho would charge 3d per yard for it—Referred to tlie engineor. ROAD OBSTRUCTION. ■ln reference to a complaint re damago done to Mr Hawkins' fences on the fllaa-tertou-Taueru road, Mr T, Lett wrote saying he was putting up a close boarded fence and the cause of complaint would not occur again. Cr Hawkins said he could not see what guarantee he was going to get that tho damage would not be continued. Tho real question was the legality of allowing a whare to be orected on the main road.

Or Meredith said a complaint had been made and a reply had been received from Mr Lett, The question then was, waß there any further complaint from Mr Hawkins, or did that roply satisfy him 1 Cr Hawkins said the carriers were feeding their horses for chains along the road. Mr Lett had also piled up timber so that the fences were of no avail as proof against rabbits, The question was, were the Council going to allow the road (o be occupied. The best thing Mr Lett could do was to rent a piece of land. W;i It the purpose of tho Council to let the roads for the occupancy of the carriers ? Cr Meredith objected to the road being uccupiiid even by the Council themselves.' .

Or Maunsell moved that Mr Lett get notice ■to remove his whare from, the main road, within throe months from date, ',": ' ' . The liotiph was seconded by Or Maokay tod carried. ; FURTHER OBSTRUCTIONS. | Cr Meredith moved that a communication be sent through the Engineer to Mr "Vallahce with a view to having the cottage removed from the main road noar the Kauiningi. The motion was carried, It was resolved to notify, by advertisement, all persons against putting obstruo tions on the road, MR GIRDWOOD's CONTRACT. Mr Girdwood wrote, asking £lO compensation in consequence of tho metal not being obtained in accordance with the specifications, he having to obtain tho metal at a distanco from the work, and at considerable expense, The Chairman said the metal Mr Girdwood was using was that mentioned in the specifications as being opposite the work, The matter was left in the hands of Cra Maunsell and Mackay to be reported upon at next meeting. CHARITABLE AID. A letter from the Secretary of the District Board was read, asking the Council to act as a distributing body. The question wbs dealtwith in the Financial Committee's report.

AN EXPLANATION. A letter from Cr Macquarie to the last special meeting was read. (Particulars of which were given in our report ofthat meeting,): '■"•". He felt very strongly the remarks made by Or Hawkins,' He (Cr Macquarie) had spoken of the Financial Committee not treating all Ridings alike. Ho had no recollection ; of makiiig any remark against the Road ' Board.

The Chairman said he believed some such remark as "That tho Board might have called a special meeting" had 'been made, but he did not remember wholby. _ After some further discussion the subject was allowed to drop, ' : ijfi EKETAHUNA ROAD DISTRICT, *' Mr Anderson waited upon the Board, with a petition from certain porsons In. the Eketahuna district, praying to bo com stituted a separate Rgad Board. Th« petition was granted. RATES REMITTED, Cr Meredith, moved, Cr. Hawkim Boconded, That the rates of Mr Eli Smith be remitted in consequence of his lots by tire. ' HNANOE COMMITTEE, The Treasurer reported a debtor balance of £127317s Id, and tho receipts since last meeting £531 la Bd. A discussion took place on the questioa of the County liability to the end of tho year, and especially upon the letter from : the Secretary of tho United District Hospital Board, and the question of charitable aid generally. Mr T. 0. D'Arcy was in attendance and oxplained the action he had taken with reference to the incorporation of the North Wairarapa Benevolent Society." _ Ultimately the following recommends-: tion was made on the motion of Ct Mackav seconded by Cr Dagg, That in orde jjo enable the North Wairarapa Benevorent Society to carry on its work without applying to the United District Board foi funds, to provide which it would have to levy a rate on the County, this Council it preparod to advance a sum of fifty pounds to the Society, but the Council trust that the Society will endeavor to obtain the nocessary funds by voluntary subscription, as the subscriptions asked from the County and Boroueh are nothing more oi less than a tax on rates, and the Councjl believe that if an appeal is made to sottlors, the requisite amount of money can be obtained to re-coup the £SO advanced by the County.—Carried. Tho Committoe further recommended that the letter from the United District Board be replied to as follows :-Thi Council having considered the letter from the Secretary of the United, District Board, are of opinion that inasmuch as * petition has been prepared and forwarded to the Governor, praying for the incorporationof the North Wairarapa Benevolent Society as a separate institution, it is inadvisable that tho Council should make the estimate requested, and thaflge Council ia further confirmed,.in..''til' course by being made aware of the faot that a similar application has boeh made, and will bo responded to, by the Scoretary to the North Wairarapa BonevolenV Society. Tho Committee recommended that Mr McLachlan's application for a refund of expenses incurred by him in repairs to the Engineer's office at Eketahuna bo granted; also, that witli regard to Mr Duffy'B letter in consideration of the fact that the Enginser reports that the work has been very faithfully carried out under' most disadvantageous circumstances, and that there haß been an apparent milunderstanding with regard to the tenders, Mr Duffy be allowed compensation to the extent of £10; the Committee also examined the accounts presented for payment as per time sheet of this date, and make a recommendation that tho same should be passed lor payment, the totalamount being £79819s lOd. The report was adopted. The Engineer's report was read and adopted, (and will appear to-morrow). •

It was resolved that the enginoer bo instructed to prepare an estimate oftj& expenditure for the year 1886-7. , ~,.▼ WHEELTIMS. Cr Maunsell moved the motion, of which he had givon notice, re wheel tires.. His object in moving in this matter, he' said, was that he considered it desirable '«f that the county should protecttheirroada, in tho coming winter. Instead of weights, the number of animals waß dealt w,ith ;• tho size of tho tires in each case would rogulato tho number of tho animals used. These wero in force in the Monganui County from tho Ist of May to the 30th Soptomber, in each yoar. Tho effect I would be if carriers wanted to go in for : ''< the wiritor traffic they would havo to gut ' i broad tires. He moved the adoptiorr of i these by-laws in all the roads' of tHe» •' l ; county. ''.;•!; After some discussion a schedule-of roadß was drawn up over which the by* : law should take effect, and a resolution was tabled to rescind the present by-law of the County as regards wheel to, the new onos of the Mongonui County to come into force as from the first May.
