WAIRARAPA EAST COUNTY COUNCIL.
The regular montly meeting of the Council was held yesterday. Present—Crs T, Maekay (Chairman), Hawkins, Dagg, Hunt, McOardle, Macquarie, Maunsell and W. H, Bqetham.' The minutes of the previous meeting were confirmed, CORRESPONDENCE. From District Engineer Gonial, re progress payment To Ore Ore bridge. From Treasury advising remittance of £520 lis 2d on account of subsidy. From Mr Brandon, re rates on his land. From Secretary Harbor Board, stating an election will be held in Carterton on the second Monday in Februaiy, From Clerk Masterton Road Board, stating Board's willingness to' co-operate to the extent of £3 12s in testing the validity of the alteration of valuations of Crown-Lands.
From John Ballance, Commissioner of Forests, asking the Chairman of County East to allow himself to be nominated Conservator of Forests. From Clerk of the Featherston Road Board, stating that their Board will not join in testing the validity of altering the valuations of Crown Lands. Elder stating that that the contractor for metalling'on the road at.his property had'cut the fence, but failed to erect the gate, as agreed by the Council to be done. .■Tplegram from P. Scully, .asking for an extension; of.the time of closing tenders on the Forty MUeßush Road. .'■'■ With regard to Mr Elder's complaint, the Engineer.stated that the material for the gate was on the ground, and that he had written to the Overseer to stop • the work until tho gate was erected. Or Hawkins moved that the penalty for breaking the condition of contract in cutting down the fence and failing to erect gates bo enforced,
. Seconded by Or Dagg. Gr Hawkins said great complaints wore made of contractors entering the lands of ettlers, and cutting down trees. The engineer explained tliata clause was always inserted in the conditions of contract, to compel the contractor to pay for any damage done by.him. ■■ The motion was slightly amended, and carried,
Mrflitchings wrote, stating that on the shipping site given by Mr Meredith at Uriti, the shed erected by Messrs Donald and others was broadside on.
Or Dagg moved that the frontage of land to be leased shall not exceed 20 feet. Carried,
The Minister of Public Works wrote in reply to the clerk,to the effect that the reserve at Awapurua was vested in the Queen.
HNANCE COMMITTEE'S REPORT.
The Committee's report was read. The Chairman said he had got the Schedule of salaries with a view to seeing what rate it bore to their receipts with a. view to future action.
Or McOardle said he thought they ought to bo able to compare the expenditure now with what had been paid in tho past,
Or Hawkins said that if they found their coat of management did not exceed ten per cent on the income, he thought it would be a reasonable amount, but if it exceeded that theft it would be thoir duty to bring down, their expenses to such a proportion, Of course, a small business could not bo so economically carried, out as a large.ono. He was sorry tho figures had been brought forward without a schedule showing the amount of money received by the County, Cr Boetham said if they were going to be solely a, repairing body they would have to go into the question of expenditure. But he did not think they had arrived at that.
_ Tlie Chairman thought they would be in the position of a repairing body for the next twelve months, until the Government brought in somo measure to provide them with funds, However, as the matter would come up for consideration at the noxt meeting they might loavo any discussion till then.
The Treasurer's report was then adopted.
WOKKS COMMITTEE. The report of the Works Committee was read. A long discussion occurred as to the amount to the credit or debit of tho Alfredton riding. Eventually it was resolved to accept the tender of Mr Auderson of £l3 Is, for the metalling of the Tinui Eketahuna road. Cr Macquarie moved that the Clerk prepare a return showing the amount of money expended under the fioads and Bridges Construction Act on the Elceta-huoa-Tinui road.
EKETAHUNA ROAD MSIMCI. Mr Anderson attended and presented a petition of settlers at Eketahuna. praying for separation from Alfredton Road Disand for constitution into a separate district, also a tracing showing the. proposed boudaries, There were 41 names attached to the petition. Cr Hawkins asked' whether the proposed boundaries were satisfactory to the Alfredton settlers, Or Macquarie replied that they were not, and that the Mangaone settlers were not satisfied. The Chairman pointed out that the petition did not comply with the Act, as the signatures were not verified. Mi' Anderson stated that he had obtained the signatures himself, all but a few, He had, at any rate, obtained more than the required two-thirds, _ Time was given to Mr Anderson to initial the names, and to prepare the necessary declaration. At a later stage Mr Anderson returned, and the Council proceeded to consider the plan. Tho prayer ot the potition was granted, subject to a slight alteration of the boundaries.
Mr Burgess' contract. Mr Burgess, wrote, claiming £tf 17s for extra work in tho Muugapakeha. The Engineer reported that the amount was fairly due. It waß resolved that the amount be paid,
MAURICEVILLE ROAD DISTRICT. Mr Jessen attended and presented a petition in favor of constituting Mauriceville a separate district. The Council proceeded to consider tho accompanying plan, and having amended the boundaries, it was resolved, on the motion of Cr Hawkins, seconded by Cr McCardle, that the prayer of the petition be trranted.—Carried. ■ PAHIATUA, A petition, received from ratepayers at Pahiatua, was submitted, praying that a separate riding be constituted, to be called the Pahiatua riding, tho boundaries I to be coterminous with those of the Road 1 District,
The Chairman ruled that the petition was informal, the signatures not being verified.
■ engineer's report. The Engineer reported that a good deal of damage was done to roads in the Whareama district by stock travelling through" and suggested that the Council should adoptmeans to recoup itself for the loss, ' The Chairman said the Council was losing about £3O per month, and they ought to do everything to stop the loss. Cr Beetham said the travelling of stock was part of the business of the district, for which they must bo prepared. The only thing they could do was to erect a toll gate, and he objected to that, The Chairman said they regulated wheel traffic, and might fairly regulate that of stock.
Cr Beetham replied that they could regulate the width of the tires, but they could not alter the feet of sheep, or their mode of walking. The matter was allowed to drop. ACCOUNTS. Accounts amounting to £847 19s 8d were passed for payment, slaughter-houses. It was moved by Cr Beetham, seconded by Cr Maunsell, and earned, That the by-laws of the Mongonui County Council in relation to slaughter-houses appearing to meet tile requirements of the' district, the Chairman and. Cr McOardle bo requested to interview' the Borough Council, with a view to united Sction.
Cr McOardle moved, and Cr Dagg seconded, That the .Government be requested to publish a book of stock brands in the district.-Carried. BUSH FIRES.-' '; It was resolved, on the motion of Cr -Dagg, woonded by Cr McOardle, that the attention of the Government be drawn to the danger arising from bush fires, wilfully
i lighted, at this period of the year, and the;'necessity for legislation on the subjeot.'";'.' v ' ' V\. '•:■' WHEEL TIREB. Tho following report was brought up and.adopted Committee appointed to consider on ,' what roads theproposed by-law regulating tho width of wheel' tires Bhall apply, submit the following resolutions to the Council:—That the proposed by law apply tothe following roads:—Mastorton, Waimata, from Mastorton to Whakataki, Waingawa to Manawatu, Black Crock to Masterton, Upper Opaki and Miki Miki, from Mr Harris' property to the main road, from Tinui to Mr Langdon's homestead. That tho use of tho narrow tires be allowed on all roads during the summer months, whon the roads are dry and hard and deomed fit for such traffic by the engineer. The report was adopted. The Council then adjourned,
