It is to be hoped that all the measures which were passed during tjje last session of Parliament will not be found on a par with the Hospital and Charitable Aid Act. At the very outset, at the meeting of the VVairarapa Hospital Board yesterday, it became evident that there was a prospect of' a deadlock, and that there was no provision whatever in the Apt to show whether the Chairman eould eprcjse p ordinary vote or not. It is ridiculous on the one hand that one member out of a body consisting of only four, should he deprived of this right; but according ,to tj)o Act it really seems that the Chairman can <w!y give a casting vote. We feel sure that those who drafted the measure never intended to do tiiat. Oil the other hand, if the Chairman has an original vote, and the members are divided in their opinions, as they were yesterday, the Chairman really rules the whole- proceedings by his casting vote, The fact is tluit these bodies are too small, and are moreover so constituted that petty local jealousies are bound fo arise. The only satisfactory feature with regard to the Wairarapa Boflis is tfint it will have nothing to do as spon as the two 'flot pitals have been incorporated.
