In the course of his speech he referred at length to European affairs, Btating that it was impassible for England to interfere in the revolution in Roumelia, although the policy of Her Majesty's Government was to uphold Turkish rule wherever it was found to be compatible with the welfare of the peoplo under her sway, Adverting to domestic affairs, Lord Salisbury advocated extenijiye. reforms in the local government system, and expressed himself as desirous of initiating an /jasy method , for the transfer of land. He stated that the Conservative party were quite prepared to reject any proposals for the settlement of Irish affairs that would menace the integrity of the Empire. Speaking on the question of Imperial Federation, Lord Salisbury said that a ■closer bond of union between the Mother Country and the Colonies would be the best means of asserting the strength of Britain in the councils of the world. In conclusion, he, stated that he was prepared to use every effort to uphold the State Church in England.
