LEGISLATIVE COUNCIL.
The Council met at half past two. The Colonial Secretary laid" on the table the report of the auditor of the 'accounts of the County of Inangahua. It was resolved that the report be printed. On the motion of the Colonial Secretary it was agreed that tho Council, at its rising, adjourn till 2.30 next day, : The Railway Authorisation Bill was read a first time.
The Colonial Secretary, in reply to Mr Pharazyn, said it: was not proposed to re-' niovo the restrictions of the, importation of stock at present. The Local Bodies Finance and Powers Bill was considered in Committee and passed.
It was reßolved by 17 to 16 tlmt the Council do not insist onits amendments in the Mortgage Debentures Bill, The Land Bill was recommitted to consider various clauses, and the Bill washeld over to be reported later on.
A number of bills were passed through Committee,
At 5 p,m, the Council adjourned till 7.30.
HOUSE OF REPRESENTATIVES, The House met at 2.30.
Replying toquestions, it was stated that arrangements would be made for carrying out the recommendations of Mr Commissioner Clarke for settlement of the Maori claimsinthe County ofCookjthat aConsolidation Mining Bill would be prepared during the recess; that the Government were not sanguine of being able to introdue an additional Land Tax on persons owning land in the Colony, but residing outside its limits ;.that the regulations as regards serge suits for Volunteers were repealed: that it was not intended to increase the allowance to Volunteers, and they would be supplied with stores from Government at" cost piice,
The House went into Committee to consider the following resolutions That the Government be authorised to contract for a aerviqe between Sydney, Auckland, and Honolulu, or Auokland and Honolulu, with efficient provision for the carriage of the mails to and from San Fransoisco so that the whole time between Auckland and San Fransoisco shall not exceed twenty days at a cost to the Colony (after computing estimated receipts, if any, .from the other Colonies) not exceeding £IBOOO, and failing such arrangement being practicable, that the Government be authorised to contract for a service between Auckland and San Fransoisco or between Sydney, Auckland, and San Fransoisco, at the Bame rate of time at a cost to the Colony (after computing estimated .'receipts, if any, from other colonies) not exceeding £22,000. Sir J. Voqei, explained the position of the service and the arrangements made for continuing it at some length.
A lengthy discussion ensued, Messrs Montgomery, Sutter, Fisher, Kerr, Buchanan, Hursthoyse, and Beethani, opposed the resolution, an 4 Major Atkinson, and Messrs Rolleston and Stout supported it.' Mr O'Callaghan moved that the latter portion of the resolution relative to the alternative proposal for £23,000 be struck out.
The amendment was lost by 29 to 25. The original resolution was then put and carried on the voices, Mr Stout moved that tho House at its rising adjourn till to-morrow at 12 o'clock. Agreed to. MrBiUANOB explained theamendments, with, some of whloh he agreed; with others he did not. 4 Committee was appointed to draw up reasons for disagreeing with flome of the amendments.
