Mr Pharazyn moved to suspondthe standing ordets so as to enable the'Wanganui Harbor Bill to proceed. The motion was lost by 25 to 13. Several Bills were received from the Lower Chamber and read a first time. The debate on the Stamp Bill was resumed and adjourned.

The Council adjourned at 5 p.m. until 7.30.
