(UNITED PRESS ASSOCIATION.) . WEDNESDAY. LEGISLATIVE COUNCIL. The adoption of Children Bill was read a second time. "The"Administration Amendment Bill was further considered in Oonunitte, and progress was reported. The Council adjourned at'2.3o. p.m. BOUSE OF REPRESENTATIVES. The House met at 2.30. p.m. The Congregational Union Incorporation Bill was read a third time and passed. Replying to questions, it was stated that the Government could not grant a special train for school children in the district served by tlio Wellington-Masterton Railway, in order tliat they might' visit the Wellington Industrial Exhibition. Cheap excursions trains would, however, be run; that a petition had been recoived from Fiji praying for annexation, by a portion of the inhabitants; that full information respecting the District Railways proposed to be purchased by the Colony | would be laid on the table shortly.

Several Bills were introduced and read a first time, and several unopposed returns were agreed to, Mr Fisher's motion, that £2OOO be placed on the estimates to properly form the streets on tlio reclaimed land in Wellington, was lost. A motion was carried for appointing a Committee to consider whether it was advisable, or otherwise, to let by private contract, with private officesj any-part of the Government printing. Mr Levestam moved that the bill be recommitted for the purpose of moving some amendments. Amendment for tho recommltal was carried on a division by 3b against 25. On the Bill being recommitted Mr Fitzherbeet moved -anaddition to clause 3, providing that no young persons shall be employed for for more than 48 hours per week, or 8i hours per day, The amendment was carried on the voices, Tho House.rose at 5.30 EVENING SITTING, The Employment of Females and Others Bill was passed 'through Committee, read a third time, and passed,. The Sale of Poisons Bill, which is for the regulation of the sale of poisons, was read a second time, The Gaming and Lotteries Act Amendment Bill,(Mr Hobbs) was passed through Committee without amendment, and was read a third timo and passed, Tho House went into Committee on the School Committees Election Bill, Mr _ Stewart introduced new clauses to the effect that in any action under the Compulsory Clauses Act, the onus of proof shall lie 011 the parent, and also that hildren be compelled to attend school 30 days in each quarterly term, These were agreed to, and the Bill was reported with' amendments, Mr Peacock resumed the debate on tho econd reading of the Hospital and Charitable Aid Bill, and said he preferred the old system to tho proposals now before the House. Messrs G. F, Richardson, Guinness, Brown, Buchanan, Levestam, Reese, and Hatch supported the second reading, while Messrs Gore, W. White, Newman, and Hurst opposed the Bill. Mr Pm'said the principle that all parties should contribute alike was excellent, but ho did not approve of tho manner in which it was proposed under the Bill to cany it out, If the Bill was carried, the result, so far as Otago was concerned, would bo that tho Board would be composed of forty gentlemen, who would have to meet in Dunedln to administer charitable aid, In that 110 discovered the germ of tho Government local body scheme, and lie would endeavor to amend it in Committee. The Premier said it was'entirely misleading to Bay that one large Board managed all institutions in one district. It was distinctly provided that each institution should be incorporated, He did not say that the Bill was not open to amendment, and when in Committee tho Government would say what amendments would be agreed to, ■ Messrs Stewart, Lake, and Joyce spoke in favor of the Bill. • Mn Fergus moved the adjournment of the debate, and the House rose at 12.30.
