London, July 13. 8 per cent Consols are fths higher,9B|. In the House of Commons to night the Right Hon W, H. Smith Secretary of State for the War Department, brought down a motion for supplementary estimates. In the course of his speech lie informed the House that military preparations were being continued pending a definite settlement with Russia on the Afghan boundary question, Lord Wolsley arrived here to-day from Egypt,' London, July 13, The Shaw, Savill and Albion Company's s.s Arawa, from Lyttelton (June 6), arrived at Plymouth yesterday evening. Her cargo of frozen meat was in good condition. July .14, The Houso. of Commons last night voted the supplementary credit asked for by the Government, the Right Hon. the Minister for War, Mr W. Smith, urging that it was needed to complete necessary preparations pending a settlement with Russia, Mr Smith added, that the present, Government .were hot prepared to accede to the doinauds made by Russia to their predecesorsß in office. The Right Hon. Robert Bourke informed tho House that, so far, no arrangement had been completed for arbitration between England and Russia on the Afghan frontier question, but that. the state of the case put forward was still under discussion between the two countries, Melbourne, July 14. The manager of the National Mortgage and Agency Company, reports of the local market as follows Wheat—shipping, firm, 4s Id; barley—malting, slow of sale, 4s to 4s Gd; oats, N.Z. feed, steady, but not. in active demand, 2s lid to 3s; milling, fair demand, 3s Id ; under bond, 2s Id to 2s 3d.
