The Wairarapa Daily. FRIDAY, JULY 3, 1885. THE SUTTON INQUIRY.
Ms Daw's full report on the circumstances surrounding the resignation of Mr W. A, P. SfJTTos of his office of Sheep Inspector, is now before us. We can hardly say that its tenor has taken us by surprise, because the manner in which the inquiry 'was concluded gave an indication of what the result would be. Wo have already published the substance of it, and need only repent tlie concluding paragraph to give a very fair idea of it, It read as follows:—" Taking everything into account I am of opinion that Inspector Sutton's retiren.enfc from the service was forced upon him by a misunderstanding, for which he was at most only partially responsible, and that his case in this respect is worthy of favorable consideration." There isnothing very decided about this, but on the whole it favors Mr Sutton, The value of the report is, however, "completely destroyed by the manner in which ihfl evidence was dosed, and by tho fact that it is a report from one civil servant jjpon another. We pointed out at the time that hy refusing to take the evidence offered by Mr Bayly, Mr Davy rendered the inquiry nugatory. The chief object of Mr Davy appears to hare Keen the maintenance of certain principles in relation to the Civil Service, while with the Chief Inspector and the public the eradication of scab in the .district was of paramount importance. The Sheep Committee in
House of .Representatives last year certainly aided with the Chief Inspqc-. tor and the public, because in its report it distinctly recommended tlio • removal of all Inspectors who tailed to eradicate scab in their districts in a given time. We have now, in all probability hoard the last of the matter, unless it is brought up again by a motion in the House.
