THE FEDERAL COUNCIL.
The following canio to hand through the Press Association yesterday afternoon: -In reference to a eablogwif published' some time baok, in which it wbb stated that the Government of New Zealand had agreed to forego clause 31 of Mr Griffiths' federation proposals.and that this had been accepted, it should be explained that the meaning is as follows:—The Representatives of the Colonies at Home, are differing over clause 31, which provides tetany Cp]pnymaywithdraw from tho federal (Joqnpil whenever'jfc •plea§es, flip Agents General of Now Zealand and New South Wales aro favorable to its retention, with an addition proposed by Lork Derby, that on a Colony retiring, it should cease to be bound by the past legislation of the Council. But the New Zealand Government have asked more than this, though it is a stop in the right direction they seek.
