In Mr Service's reply to Mr Stout's circular on the subject of federation, which has been made public, Mr Service expresses regret that the New Zealand Government did not formulate its views earlier, and states that a Federal Council as proposed would nowise interfere with the local autonomy of the respective colonies, Mr Service concludes by expressing a conviction that the Federal Council, if deprived of the power of legislation, would be no better in its result than tho recent conference.
