BOROUGH COUNCIL.

The ordinary fortnightly meeting of the Borough Council was held yesterday evening. Present—His Worship the Mayor, and Crs Gapper, Chamberlain, Johnston, Perry, Williams, Bacon, Muir, Hessey, and Heron, The minutes of the previous ordinary meeting, and of the annual meeting, were read and confirmed. CORRESPONDENCE. The Town Clerk read the correspondence inward and outward. PLAN OP BOROUGH. Messrs Drummond & Frasi submitted a plan of the Borough, measuring about

6ft bjrpft, showing original plan and all subdivisions obtainable, copyright to be reserved. ' Or Gapper moved that the plan be referred to tho Works Committee. . Seconded by tho Mayor, and agreed to, RENAIMTREET. Mr Rawson forwarded a sketch of Renall-street, showing Mr Kelleher's lines and the present road, and pointing out tho difference. On the motion of Or Gapper seconded by Or Heron, the matter was referred to the Works Committee. ' ''footpath. The Trustees of the Roman Catholic Church applied to have a footpath constructed in front, of tho church in Queenstreet. ... It was resolved that the work be carried out on the usual terms. MAHGAONE ENDOWMENT. An application was received from the Alfredton Road Board for £ls towards the formation of a road leading past the Mangaone endowment. Cr floron did not see why the Council should be asked to do anything of the kind, aslie did not know that any other land-owner was contributing.- He moved that the request be not acceeded to. Cr Johnston seconded, The Mayor thought the letter ivas indefinite but thought that all owners were expected to contribute. The resolution was carried. MR BENTLEY's CLAIM. Mr H. Bentley sent in a claim for £2 15s alleged balance of salary due. Referred to Finance Committee. FINANCE. The finance Committee brought up a report for the fortnight to the effect that the Committee had gone carefully through the list of outstanding rates and given the collector instructions as to the manner they are to be dealt with. The folloving accounts were passed for payment Daily, printing and advertising, £6 7s 9d; Star, printing and advertising, £7 lis 9d; Ward, writing on board, 6s; Rapp and Hare, supplies, £1 Is Id. A letter was received from the Town Clerk, Wellington, stating that no salary was paid to the Clerks of the Licensing Benches there. The Mayor stated that the amount of £5 had been voted by the Licensing Committeo in 1883, and tho Finance Committee had therefore passed the amount, Cr Gapper objected Jo tho Council being saddled with an account of that kind. He would not object if the Council was liable, but he did not think that the Council could do it legally. Cr Heron moved that the clause be not agreed to. Cr Gapper suggested that the amount might be paid, but that the Chairman of the Licensing Committee be informed that no further payments of the kind would be made.

Cr Muir said that he did not see why the money should be paid, when they had no control over the officer referred to. The amendment was lost by G to 4, and the report adopted, Cr Gapper then moved that the account be paid, but that the Chairman of the Licensing Committee be informed that no account of the dind will be passed in future. Carried. WORKS COMMITTEE, The Works Committee brought up a report, stating that a meeting had been held on Monday last, The Overseer's report was read as followsl, Bentley Bros, have not yet commenced work on their Yilla-street contract, 2, Part of Hope-street footpath has been remetalled, and the water-table filled in. 3. Parts of Queen-street footpaths have been re-inetalled. 4, Part of Chapelstreet footpath has been repaired, 5. Four chains of Victoria-street, connecting with Villa-street, has been formed and partly metalled. G. Mr Hessey has completed his street satisfactorily. 7. That notice be given to owners of unfenced land in Victoria and Villa streets to fence in their properties. 8. No fresh work is recommended, as a number of footpaths are still awaiting repairs. The report was accepted by the Committee. The Committee resolved that Mr Rawson be paid £2los for survey, etc,, done. The report was adopted. , PltlVAlE STREETS COMMITTEE, The Private Streets Committee brought up a report to the effect that they had examined the various Municipal Corporations Acts, and recommended the Council to take no further action in the matter of the streets laid out by Messrs Bennington and A. Cockburn. The Mayor, in moving the adoption of the report, explained that the matter dated back a long time, and the Council for the time being had also erred in not taking action at the time. In one or two cases the persons liable were dead ; in another the land had all been sold, and in the last it would simply be ruinous to compel the man to carry out the law. _ Cr Gapper pointed out that the question would be placed in the same position .as the late Michael Dixon's street, TUoy should avoid that if possible. Cr Heron said ho should like to seo the streets made, but thought they should remain private stroets until the owners could make them fit to hand over to tho Council, The report was adopted.

NEW STREET. It was rcsolvod that the new street recently, formed by Cr Hessey bo named Hessey-street. Cr Gapper said that a great nuisance existed at the end of the street in the shape of a hovel, the inhabitants of which should be compelled to leave. He moved that the Inspector of Nuisances report on the subject. Seconded by Cr Williams and carried, The Council then rose.
