London, May 19,' It is stated that nogtiations are now in progress between the Governments of Italy and Great Britain, with a view to the occupation of Suakim by the former counury, and that a number of Italian troops have received orders to hold themselves in readiness for that servico. Cairo, May 19th The withdrawal of the British troops from the Upper Nile will be proceeded with immediately and the first portion of tlio force will leave Dongola on Thursday the 21st instant,
