AFGHAN DIFFICULTY

News to day states that the prospects of peace are improving, and that the Government have learned that the Czar of Russia is earnestly desirous of peace. It further states Jihat the Czar has expressed his willing: (jess to submit to arbitration the question whether t))e despatch sent tofhim by the British Government on March 17 has been misconstrued by bira oi* not, London, May 3 Eleven transport steamers have been chartered by the Government to convey troops to India, in addition to 'which 2000 men will embark in the regular mail sti amers, Melbourne, this day, The Government are in-receipt of a telegram from'the Victorian AgentGeneral, Mr Murray Smith, to the effect that there are indications of a slightly more peaceful nature observable at home.
