THE AFGHAN DIFFICULTY.

London, March 31. In the House of Commons to-day the Marquis uf flartington, Secretary of State for War, announced it to be impossible to make any statement to the House as to the progress of the negotiations with Russia before the Easter recess. He added that the military preparations whiqh wore being carried out by Great Britain were not intended in any way as a menace to I Russia,
