Beporl of the Finance Committee'upon the - distribution of County liability,- and appointment of maintenance fiinds, bet■ween the several Road 'Boards'k-the County.-

In the following report your Committee contemplates the acceptance' by all the Highway Boards of the proposals contained'in. the resolutions of the Council ; passed at the meeting held on the 21th of December last, and base'their report on the condition of such, acceptance,. .Your Commjfcte understand the view.of the Council to be, that.ordinary repairs of roads can be beat and most econoirticaly carried out by! the Boards, but, if some only of the Boards, aooepb the duty, it will materially effect tho whole question, as it will leave the Council still with the responsibility of repairs in the districts of the non-accepting Boards, and of levying a rate and maintaining a repairing staff and also increase, proportionally, the expenses of the general staff. ' Your Committe have examined the separate rate accounts of the Beveral Hidings, and append hereto the rate account of every Biding up to the 31st day of December 1884 (see Sohedue A.) It will be seon that the accounts of the Maeterton and Alfredton Ridings are over drawn, pending receipt of rates in arear They recommend that the separate, rate in Wainiuoru Riding be divided as follows: -£2OO to be paid over to the Masterton Riding, and the remaining sum of £io 10s to the Castle Point Riding, thjs apportionment being based on the .respective mileages of the portions of the Masterton to Ayainjata. main road used by the ratepayers qf the \yajnuiqru Riding, and which lie in the Castle Pqint Ridings Respectively, and the cast of the repairs likely to be required, on such several portions. Your Committee find that the total general rate amounts to £703 17b 6d, of which up. to the'3lst December:last; £243 19s 4d was expended, leaving £45918s 2d to the credit of the Council, exclusive of liabilities incurred during the month of December. Your 'Oqiumjttee find .that there (ire debts of the Council as 'follows:—A debt of £2500 due on debentures, of which the Bum of £224719s only has been spent, leaving a" balance of £252 Is in hand.' The respqnsibjlity pf th,e abgve debt being taken over as after-recommended, this sum of £252 Is will be due to the Castle-'' ppjnt Board. Your Committee find, that of the total sum spent, the sum of £IB2B lis .was obtained and spent for the benefit of ratepayers in the Oasfclepoint Riding, and £419 8s for the benefit of persons in the Waiiiuioru Riding. As long as the County was considered as a whole, having common, interests, .the interest on these

debts we're paid out pf. the general rate, but' the Council having declared the principle ■ that Ridings havo separate interests,-'it seoms that the debt and •intet'est'oi the debt incurred solely for the ■two Ridiiigß,"can no longor bo charged to the whole County. ■ Vour Committee therefore recommend .that'the 1 ' debenture debt to the amount of £2OBO 12s should be charged' to" the account' of the Cashpoint Riding (the . sura of £252 Is being placed to its orecjit), and the liability for it undertaken by the Castlepoinfc Board; that the remainder of the debt, £419 Bs, be chargedto the Wainuioru Riding, and the liability for it be undertaken by the Masterton Board, and that, ..in both cases,' current and future interest be paid pph respective Boards, The total general-debt of the Council amounted, on the 31st day of December, • 1884, to the. sunv of £166118s lOd. (See statement, appended of debt and credit balance,):. Of this, the sum of £750 arose in buildingthe Waipoua bridge at Masterton, Your Committee consider that this last expenditure must be treated- as one ben,e|cial to, th/e whole Poijnty, and they recommend tliat it be apportioned rateably among the several Boards, according tb';the-gross/amount, of the goneral rates of tlje several districts. As to the balance (£911) of the general debt, yqur Oqnimittee£nd considerable in arriving at any principle of apportionment among' th?i; different districts. The debt arose

chiefly outqf the excess of expenditure over income prior to 31st August, 1884. Up to that date no separate maintenance account with the Ridings was kept. The County Clerk has extracted and tabu, lated'asiar as possible the items of expenditure on the several lines of road under the jurisdiction of the Counoil, and also some special services, and this table your Committeo present to tho Council; but it does not appear to afford a basis for a satisfactory apportionment between the Boards of the £9ll general debt, and they see no other course than to apportion it rateablyin the same manner as the Waipoua jiridge debt. A considerable difficulty arises in'tip fact that -the Highway Board districts are'not po-termlnqua with Ridings; The Mastertori Ridingj' conl tains-two Boards, and the Alfredton Riding two Boards.. . The only assets of the Council to meet

:the.above liabilities are the arrears of .rates.. Of these, the arrears of separate rates amount to £961, of which the larger part, £BIBJIOs lid, belongs to Cashpoint Riding. Out of those arrears must come ■all funds required for road maintenance from: 30th November last to 31st March next;:.. This item therefore cannot.be taken onto account as applicable to reduction of debt. The arrears and available balance'of-general rates amount to £459 ,18s 2d, : and perhaps £2OO of this may be unexpended on blst March and go In reduction of the total debt of £1661 18b 104.

;-; Your Committee think that it will be desirable to ascertain before going further ■into the actual apportionment of this in'debtedness if the different Boards are willing to take up their share in this debt

on the basis above mentioned. If the Boards desire only to undertake the maintenance of the roads, receiving the balance on the separate rates, and the Council assents then it must be borne in mind by the Council that it will have to face the discharge of its indebtedness by levying a rate sufficient to effect this. By the Council or the Boards this debt must be undertaken or paid—of the two courses the Committee are in favor of the discharge of the x. If the Boards agree to accept tho above liabilities then.Your Committee recommend that prior to any monies being paid over to any oftho Boards, sufficient contracts should be entered into by them to indemnify the Council against the aforesaid liabilities. That all rates due be at once got in. That tho Council should by special resolution confer on the Boards, respectively, power to levy such rates as the Council may now levy for repairs of main roads.

Your Committee desh'es to point out that if the Boards accept the proposal of the Council, the Council will be left with no present duties but those of repairing the Forty Mile Bush road, and tho expenditure of monies to be received under the Roads and Bridges Construction Act, and such monies as may be ; placed at its disposal for making roads to open up Crown lands-; and will have no revenue •proper pther. than .that derived- form. The Chairman said there wero two pro. posals before them, one for tho Road Board to take over the liabilities, and the other for the County to levy a special rate to pay off the debt, Cr Hawkins said the debt would-hjtve to be paid, the only question was as to the easiest method of doing so to the ratepayers. It had been the custom before the principle of the separate interests of ridings was introduced, to pay the interest on the £2500 rajsed on debentures out of the general reyenue pf the flpunty. This liability would have to be taken ovey by the Cashpoint Riding, and the £I6OO liability would have to bo allocated to the various Boards according to the rates, or the County could strike arateof one farthing in the pound and discharge it, leaving a clean sheet for the Boards. After considerable discussion the report was adopted, and the Clerk instructed to send a copy to each Board. under my supervision within the Wairajam.Uast County ;- Waipoua bridge extension.—Upon taking over the charge of this work I considered it advisable to engage with the hands .employed to work as many hours overtime as the increased length of the dayj! would reasonably admit of, and gave them to understand that the addition to their wages should be calculated at the respective, daily rates at which each class of labor was employed upon the works. By this means I have been able to secure good progress during the past month, and I have every reason to hope that the bridge may be thrown open to traffic by Saturday afternoon. On the whole a good foundation has been Becured for the centre pier, the piles having been driven on an average 4ft 6in below the level formerly attained. In the southern abutment, the piles of which, were driven prior to my taking charge, I regret that a greater depth had not been secured before the pile heads were cut. The maximum depth attained below the bed of the river is 7ft lin, the minimum being as little as 3ft lin. In order, therefore, to further ensure the safety of the abutment it will be necessary to protect the bank immediately above and along the face of the pier with fascine thatching, and co construct two low groins on the southern bank a few chains above, the bridge. By referring to tho estimate attached hereto it'will be Boon, that by adopting the route I proposo a Baving'in distance of at least 20 chains can be secured in a total length of 69 chains and a steep-gradient to a comparatively horizontal longitudinal section. I will therefore recommend that the proposal be accepted in preference to metalling the line already formed. • The necessary estimates of the cost of the proposed new bridge over the Tenui river have been prepared and the information . furnished' tp the clerk to the Council,

I have, revised and amended the estimate and specification for the metalling works on the Masterton to Bideford road, and tenders have been invited for the proposed work. The parts of the road which require substantial repairs are sections between the Camp, Opaki, and the. Northern MauricovUle road. This portion of the road has been subjected to'much heavy traffic lately from the adjacent Railway Contract. Another section of the road which is in a similar. condition.is.the length between the crossings' of the Makakahi river. This section passes through native land which is nearly all flat ground, and standing bush-on either side of the road, and the section throughout in-consequence ia ko.pt jn a moist cgndit|qn. Masterton Bidefo'rd Road Contract.— When I last visited this contract, about a fortnight since, it was in a forward state towards completion. I have been unable through pressure of.- work in the Forty Mile Bush to inspect;the works before the meeting of the Council. Mr Perry the contractor has just"informed me that the contract will be'finished to-day. I will therefore recommend that the amountduo on the contract,'' be passed for payment, and held until the.works have been inspected and passed. The road, I undersOf is immediately required for use so I think it. would be judicious to take it off the contractors huads with as little delay as possible. Before using this road two chains 'of cutting is necessary to give access:to the northern end.
