Auckland, this day. "• The following is the official explanation of the Hinemoa mystery :-:On-December 27th tho Government received a telegram from the-Agent-General stating thatthe British Ambassador at Berlin believed Germany intended.to annex Samoa or proclaim a protectorate over the Navigator Group, A Cabinet Council was hastily •convened and the Hons Stout and Buckley and the Governor summoned. On 31st. December the Cabinet iriet'and'. discussed the.subjectof German annexation in the Pacific generally; but their attention was mainly occupied with the Sainoan question and the alleged designs of Germany in regard to that group. Sir Julius Vogel strongly urged the imperative necessity of the Government of New Zealand taking immediate'action for the purpose of preventing these Islands falling under the. dominion of a foreign power. Be pointed i out the evident desire of tho natives of these Islands to be brought,into close alliance with Now Zealand, as shown by tho petitions addressed to the Government. Itwas'ah argument in favor of the colony being entrusted- with the'task of extending British Dominion in these parts'in the event of the Imperial^v-• ernment declining to., take action, The Hon, Mr Stout coincided, and the others, generally acquiesced; with Sir -:JuiiiisVogel, The decision arrived __ at was, that the" Governor shpifld J-be requested "to communicate .< ih). Lord'Derby the opinion of J his/;,-advisers; that Samoa should forthwith ie.ahnexed to New Zealand by the ment and that Her Majesty should be advised to assent to Grey's Aofc. In the meantime it was decided, with a view to. .a practical effect being given, that the Hinemoashould-be readyto proceed to Samoa. The Governor despatched a telegram to the Secretary of State for tho Colonies to the. following,. offect.:-r-" December, 31st.— deem the annexation of Samoa'by "New. Zealand imperative,;; Have resolved .on.that step, and strongly urge Royal assent to the Confederation'-and Annexation, of: Wands .Act,. 1©3 S ;'; The following is understood'to be'the substance of-Derby'ti reply:—" Government disapprove of the proposed annexation of Samost'by- the N.Z," Government pending %• present negotiations, and Royal assent being; given to the Act specified," A copy of the telegram was communicated to VogQl at Waiwera by the- Governor's Private Secretary. A Cab net Council was forthwith held, when it was decided to again urge upon the Imperial Government-the importance of sanctioning the .proposed annexation, It is anticipated that further pressure brought to bcar"Oh"Lbrd Derby will have the desired effect.
