In New Zealand our Parliament wrangles for four months in each year, but in a state across the water, corresponding in size and importance to New Zealand, the Legislature only meets every other year and then it cannot squabble for sixteen or eighteen weeks because the law only permits it to sit for sixty days. Eight or nine weeks every two years, equal ' say to four weeks per annum are considered sufficient for all practical purposes and the business is despatched * B within the allotted period. It takes us months to accomplish what is done • in America in weeks, simply because the chief business of our Parliament is to turn Ministers out, In America the State Legislature cannot turn a Ministry out because the executive officers or Ministers are elected directly by the people. The consequence is that the legislature has nothing to do ~ but to make laws, and it finds a couple of months every alternate year quite sufficient for the discharge of this function.
