In the Hoiiso of Lords yesterday, in reply to a question, the Eavl of Northbrook, First Lord of the Admiralty, stated that he would on Tuesday next announce the plans which it was proposed to adopt with the view of increasing the strength and efficiency of the Imperial Navy. Sydney, Friday. Received November 14th, 1 p.m.— Arrived —On Wednesday evening, Hauroto from Wellington. Mr Alex. Stuart, the Premier, is greatly improving in health. Brisbane, Friday, A Bill, providing for payment of members was read a second time in the 'Assembly last night. Melbourne, Friday. The Agent-General in London telegraphs to the Government that it is not probable that federation will be iintroduced.in.the Imperial Parliament during th'e'pvesent session,

The minutes of the previous meeting having been read and confirmed,'the chairman announced that no land 'had. been ;s'old since last meeting. ■ , ';/i It was agreed to accept the Ranger's , valuation, and that £l7O be added to the upset price of section 1, Block IV, •Kaiwhata. /■ : : .,.It was resolvedithat the value of the ■upset price of . sections. 1 to 5 -inijlusive, Block VI). Plans of the sections" to be disposed of for cash, on deferred payments' and by perpetual lease, were distributed, the same being portions of . the survey districts of Mangahoa, -Mangaone, and Kopuaranga, The; Board agreed to adopt the form of advertisement'drawii up for insertion in the papers, it being understood thac.tTie plans and abstract' of conditions of lease should.be distributed.
A letter was read from the Secretary of the Masterton Road Board giving estimate of cost of certain road works leading to section 27, Block VI, Man.gaone, The Chairman pointed , out that the amount to the credit of the Block was only £23 lis 3d, whereas the expenses -were : £SO 7s. It was resolved to inform the Treasury that the amount available be handed over to the Alfredton Road Board.
With regard to the question of road line diversion through the Mangahao Block, VIII,, the Commissioner stated hehad'been personally over the two'' lines and reported in favor of the original one, as the other would be more expensive of construction. Mr McOardlesaid he had inquired into the matter, and was also of opinion that tho old road should be adhered to. Hewaß informed that Mr Whitcombe, engineer to the Pahiatua Road Board, had said that the othet line had been proposed by some interested person, but he .was instructed to say that this statement was inoorreot. The Road Board was n favor of the original line.
It was resolved that the old line be adhered to as nearly as possible, and that tho whole of the deferred payment money he handed over to the Pahiatua Koad Board, excepting the sum of X 63165, acoruing on. sections 25 and 27, Block VIII, Mangahao.
It was further resolved that the Chairman prepare by next meeting of the Board a return showing what amount of money would be necessary to open up the Crown Lands in the Wellington Lands District. The Board then adjourned.
