Ihe coming County election promises to be a tame affair. A few months ago we looked forwaul to it as a legitimate opportunity for deciding in fair fight the question of County "sus- . pension, but within the last few days things have taken anew turn, and we question whether it is possible now for the question of the continuance of a County institution in Wairarapa North can bo decided on its merits. There is some reason to believe that the question is already determined by a side issue. It is rumored that the representatives of the Cashpoint Hiding who hold the balance of power, contemplate the creation of a new County which will take in the Castlepoint and Wainuioru Hidings. If this new Coast County is sought to be established we may expect to see the three representatives of the Whareama assist the County suspension movement, If they were still loyal to the County as at present constituted, we believe that the coming election would return a majority of councillors in favor of the continuance of County operations, but if they believe that the creation of a new County would better serve the interests of the district which they represent they will be quite justified in withdrawing their support from the present County, A restless desire for changes appears to actuate very many settlers. As Mr W, H. BiMnAM pointed out yesterday, what was once the Masterton Road Board is now parcelled out into five Road Districts, and will soon lie divided into six, We do not object to these sub-divisions. They indicate that new centres of local activity in road construction are being established, and were there a general body working in co-operation with the numerous now Road Boards, the requirements of the district both as regards through lines and local lines would be met, Unfortunately at present there is a good deal of friction between the Road Boards and the central body, and also between the Road Boards themselves. Till a a healthier feeling exists we hardly expect to see an efficient system of local self government in Wairarapa North, Wo are willing to see the changes which have already set in go 011 in the hope that the process of demolition will be followed by a work of reconstruction. It is possible that when settlers begin to lealise the want of a central governing body it may be practicable to establish tne grand Wairar apaCoun ty which will reach from the Rimutaka to the Manawatu. At present there is very little prospect of useful work being acbomplished bv the local bodies of this

district, Perhaps Sir Julius Vogel may see his my to establish a better system of local self government which may help to solve the difficulties which are now experienced on all sides. As far as we can learn some of the West County men who have borne the burden and heat of county toil in the pastsuch men as Messrs D. McGregor, G. Beetiiam, and W. H. Beetham—are not at all anxious to resume tho positions they have hitherto filled with credit to themselves and benefit to the district. The time will no doubt come round when they will again be able to talco up county work with satisfaction to themselves, but if, as we have been informed, the three representatives of tho Oastlepoiut riding intend taking a new departure it is useless to attempt to carry on the administration of the county as now constituted.
